Agency Description
The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.
In partnership with the Office of the Chief Administrative Officer (CAO) and the Office of the Director of Finance, the Office of Innovation and Technology (OIT) is undertaking a major Citywide project to modernize core financial, grants, procurement, and supply chain business processes. This project (Optimize Procurement and Accounting Logistics Enterprise Resource Planning and Data Warehouse/Business Intelligence Tool, or “OPAL ERP and DW/BI project”) will replace the existing General Ledger and Procurement systems (i.e. FAMIS, ADPICS, ACIS, PHLContracts, etc.) that support these business processes and will enable the City to realize benefits such as reducing transaction processing time and effort, providing better access to information for reporting and analysis, and making it easier to onboard new employees into these functions.
Job Description
The Enterprise Resource Planning (ERP) Technical Manager is responsible for managing a team tasked with overseeing ERP technical functions for the OPAL ERP and DW/BI project. The team’s focus areas include implementation of all technical aspects of the ERP project including BI and third-party applications. This is a permanent exempt position that will move to maintenance and support after the project is complete (in 3-4 years). This role reports to the OPAL Product Manager.
You Will
- Oversee the day-to-day operations of the OPAL technical team.
- Mentor and grow the OPAL technical team while keeping them engaged and focused on the OPAL ERP and DW/BI project goals.
- Help create a collaborative and inclusive environment where team members are encouraged to ask questions and work in the open
- Be familiar with the Software Development Life Cycle (SDLC) and Project Management Life Cycle (PMLC).
- Be skilled in unblocking roadblocks for team members from technical issues.
Essential Functions
During the ERP implementation:
- Provide leadership and guidance during the implementation in the technical areas for ERP, BI and 3rd party bolt-on applications.
- Analyze, define, and prioritize the different methods available to deliver each of the desired integrations, conversions, and reporting solutions.
- Select and validate that the selected method for each desired integration, conversion, and reporting solution is documented.
- Prepare for and test the desired integrations, conversions, and reporting solutions to validate the development is in compliance with selected method and meets the technical design.
- Oversee the timely completion of deliverables required by the project work plan.
- Oversee the overall design, testing and deployment of the technical areas of the ERP and DW/BI Project.
- Manage the technical team and ensure the coordination of their work with other team members.
- Communicate with functional users to clarify requirements and testing.
- Review and approve technical specifications.
- Confirm delivered code complies with development standards.
- Lead break fix and regression testing efforts after system deployment
After the OPAL ERP and DW/BI project has been deployed:
- Analyze vendor provided new release integration and reporting technologies to determine relevance to optimize current or satisfy new technical requirements.
- Define and design the relevant new release integration and reporting technology’s ability to meet or improve technical requirements.
- Select, validate, and document each relevant new release integration and reporting technology.
- Prepare for and test each new release integration and reporting technology to validate the technology satisfies the revised technical requirements.
- Support and maintain the production systems.

- Bachelor’s Degree and 5-7 years of experience or equivalent combination of education and/or experience is required.
- Experience or education in accounting, finance, operations management, IT, business administration, statistics, data science or related fields preferred.
- Experience with ERP development, including customizations, modifications, bolt-on, workflow, interface development, and data conversions; and
- Experience in managing teams.
- Experience with implementing ERP and/or DW/BI solutions strongly preferred.
- Master’s degree in a related field is preferred.
