Basic Purpose Of Position
Ensure the accurate preparation and maintenance of all of DRPA contract and consultants’ processes in accordance with FTA and other federal requirements, for federally funded contracts and DRPA by-laws, rules and policies and best practices for all contracts. Duties include examination of costs, performance requirements, and delivery schedules to ensure completeness and accuracy.

Major Responsibilities And Duties
DESCRIPTION OF TASK
Formulates Requests for Proposals and requests for qualifications. Prepare bids and other exhibits that may be required. Analyzes contract documents to ensure proper compliance with federal, state, and local regulations and corporate policies.
Uses data such as labor and materials' costs to project how much it will cost to acquire a service and to help determine whether the project should be undertaken. Researches the reputation and history of suppliers so as to award contracts to those who meet the DRPA’s needs. Negotiates, administers, extends, terminates and renegotiates contracts with suppliers. Approves or rejects requests for deviations from contract specifications and delivery schedules. Arbitrates claims and complaints occurring in performance and completion of contracts.
Develops and disseminates reports required by DRPA senior management and department heads and federal, state and local agencies by analyzing and compiling statistical data. Generates the quarterly progress and expenditure reports submitted to the Federal Transit Agency (FTA). Interfaces with FTA personnel as a key participant by handling planning, audit and compliance issues. Prepares periodic contract budget and status tracking reports for contractor related activities. Monitors, inputs and maintains contract and proposal status databases.
Process invoices and reconcile problems related to invoice discrepancies using knowledge of contract accounting and grant management.
Oversees all aspects of the construction and consulting contracts by acting as liaison to consultants and contractors and helping to surface and resolve issues and ensure performance and compliance with specifications in the contract.
Perform file maintenance of contracts, correspondence, schedules, changes, supplemental agreements, insurance and indemnification issues.
Monitors completion and distribution of contracting for professional services forms to initiate new proposal activity.

Education/Training/Experience
Required:
- High School Diploma or General Education Degree (GED).
- Four (4) years of contract administration or procurement experience.
- Proficiency in Microsoft Word, Excel, and PowerPoint.
- Experience using project analysis and automated project management tools.
Desired
- Bachelor of Science in Business Administration, Accounting.
- Experience working at a mid-sized or large transit agency.
- Experience in administering federally funded contracts.
- Knowledge of current public sector procurement procedures, guidelines, and regulations.
- Experience with procurement related software applications.
- Certification in Contracts Management or Project Management.
