The City of Gresham has an exciting opportunity for a qualified law enforcement professional to fill a position as police lieutenant, helping oversee and manage the operations of the Gresham Police Department. This position will assist several other lieutenants with department administration. Eligible candidates must be currently employed as a police sergeant within our department.
This recruitment may be used to create an eligibility list to fill current and future vacancies for up to one year from the closing date.

Position Description
Our lieutenants are assigned to a variety of sections across the department, including: patrol operations, tactical operations, special policing, investigations, personnel, logistics, and professional standards.
Collectively, our lieutenants plan, organize, supervise, and evaluate assigned personnel, operations, and programs within the police department. They provide leadership and operational oversight to ensure effective law enforcement services, compliance with applicable laws and professional standards, efficient use of resources, and positive relationships with community and agency partners in support of departmental goals and public safety objectives.
- Leadership and Personnel Management
Provide leadership, supervision, and direction to assigned personnel to ensure effective service delivery and professional development.
- Plan, prioritize, assign, supervise, and evaluate the work of a diverse staff.
- Establish work schedules and staffing assignments.
- Provide direction, coaching, mentorship, and leadership to staff.
- Serve as a resource for personnel by addressing complex, sensitive, or high-risk issues.
- Coordinate and facilitate training and professional development opportunities.
- Manage employee performance and implement corrective action when necessary.
- Monitor work activities and outcomes to ensure achievement of established goals and objectives.
- Review reports, records, logs, investigations, and work methods for quality and compliance.
- Operational Command and Program Administration
Plan, organize, and oversee police operations, programs, and special assignments to ensure efficient and effective service delivery.
- Oversee patrol operations, criminal investigations, and/or specialized assignments.
- Respond to major, critical, or highly sensitive incidents and assume or assist with incident command responsibilities.
- Plan, organize, manage, and administer assigned operations, programs, and activities.
- Assist in the development and implementation of strategic plans, operational objectives, and organizational initiatives.
- Evaluate operational effectiveness and recommend improvements to enhance performance and outcomes.
- Develop and revise work processes, administrative controls, and operational procedures.
- Policy Development, Compliance, and Professional Standards
Ensure organizational compliance with applicable laws, regulations, professional standards, and best practices.
- Analyze and interpret federal, state, and local laws, regulations, ordinances, policies, and procedures.
- Monitor developments in case law, police practices, social initiatives, and industry trends.
- Develop, implement, and update policies, procedures, and business practices.
- Establish procedures to address new or changing legal, regulatory, and accreditation requirements.
- Evaluate case handling, operational practices, and service outcomes to ensure compliance and effectiveness.
- Develop and implement corrective measures when deficiencies are identified.
- Conduct or oversee internal affairs investigations involving allegations of employee misconduct.
- Fiscal Management and Resource Development
Manage financial and contractual resources to support organizational priorities and operational needs.
- Assist in the development, administration, and monitoring of division budgets.
- Develop justifications for budget requests, recommendations, and adjustments.
- Forecast staffing and resource needs and identify funding requirements.
- Seek, obtain, and manage grant funding and partnerships that support department initiatives.
- Participate in the review, interpretation, administration, and enforcement of contracts and agreements.
- Community and Interagency Relations
Build and maintain collaborative relationships with community stakeholders, partner agencies, and governmental organizations.
- Foster partnerships with neighboring law enforcement agencies, government entities, businesses, and community organizations.
- Provide professional expertise and guidance to other departments, agencies, and the public.
- Represent the City of Gresham and the police department before elected officials, community groups, professional organizations, and the media.
- Deliver presentations, participate in meetings, and conduct community engagement activities.
- Serve on committees, interagency task forces, and special projects.
- Coordinate administrative and emergency response activities with law enforcement, fire, emergency management, and other partner agencies.
- Respond to and resolve sensitive, complex, or confidential inquiries from internal and external stakeholders.
Schedule: full-time, with flexibility to respond to emergencies and critical incidents
Environment: office, outdoor, emergency scenes, community meetings
Supervises: multiple sergeants and/or support personnel across specialized sections

Minimum Qualifications
- High school diploma or GED
- Two (2) or more years of experience as a police sergeant (at time of appointment) -AND-
- DPSST supervisory certification, or ability to obtain within 12 months of appointment -AND-
- Ability to obtain DPSST management certification within 36 months of hire
- No adverse personnel actions (Letter of Admonishment, Letter of Reprimand, or equivalent) within the past three (3) years
