Under the administrative direction of the Director of Public Works and Utilities, the Deputy Director of Utilities participates in the strategic planning and direction of the activities of the Utilities Department, developing projects and programs that progress the Department towards meeting or exceeding goals and objectives of water, sewer, and storm drain management; acts in the capacity of a Division Head where one position oversees the activities of the Water Quality & Environmental Compliance and Customer Service Divisions and the other position oversees all the activities of the Operations and Water Resources & Capital Projects Divisions; and performs other related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED:Supervision is provided by the Director of Public Works and Utilities or their designee.
Essential job functions may include, but are not limited to, the following: (These functions may not be present in all positions in this classification. Develops operating and capital project budget proposals, fiscal management, and monitoring of budget expenditures; provides policy guidance and review of department continuing work and special projects in the areas of water treatment, storage, and distribution; directs the activities of that Division for water quality sampling and program implementation; responsible for consistent and accurate reporting to regional, State, and Federal regulating agencies; oversees the administration and implementation of environmental and other workplace compliance, employee training, and professional development activities of department, including NPDES (National Pollutant Discharge Elimination System) and other regulatory or legal mandates in regards to water quality, sewer, and storm drain system operations and management; creates plans, specifications, technical, or scientific documents, Requests for Proposals, Requests for Qualifications, and Notice Inviting Bids documents as needed to further capital construction and other capital projects or purchases or professional and technical consulting; responsible for responding to public inquiry and resolution of citizen and business concerns; recommends the selection of outside professional services for technical or scientific studies, plans, or reports relative to the work of the department; conducts legislative tracking and analysis that may impact the operations of the department; prepares concise, accurate written reports for the Director, City Manager, City Council, other departments, or government agencies with whom the City interacts; makes strong oral presentations with appropriate audio-visual or other tools; recommends administrative policies and procedures resulting in improvements to operations; represents the department at various community and regional water agencies and water quality organizations; establishes and maintains effective professional working relationships with other departments; assists with public relations, public information, and consumer awareness activities of the Department; and performs other related duties as assigned. To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities, and enable the individual to successfully perform the essential job functions of the position. A typical combination is:
Education and/or Experience:Bachelor’s degree in Public Administration, Business Administration, or related field, with four years of experience in administrative, supervisory, or technical work, assisting in the development and completion of capital projects and/or public or private water industry operations.
Knowledge of:Principles and practices of public administration, budgetary development and control, and project management activities; basic knowledge of water industry issues, practices, and regulatory mandates; customer service and consumer awareness practices, safety procedures, and emergency preparedness; and computer software applications that support the work of the department.
Ability to:Provide support in the strategic planning, organization, management, and administration of a municipal utilities department, including water, sewer, and storm drain systems operations and management; possess strong oral communications skills; prepare comprehensive written reports, presenting them clearly and accurately to the Director, City Manager, City Council, and other governmental organizations; conduct complex analysis recommending appropriate courses of action and decision-making; function effectively in personnel matters such as employee training, professional development, and disciplinary matters; develop and monitor a budget; provide project management of capital projects and consulting contracts; establish and maintain effective working relationships with officials, department employees, other departments, organizations, agencies, and the public.
Possession of and ability to maintain a valid Class “C” California Driver’s License.
Deputy Director – Water Quality & Environmental Compliance DivisionsAbility to secure a State of California Grade III Water Treatment Operator’s Certificate within a year from date of hire. PHYSICAL DEMANDS:Ability to lift up to 15 pounds is required. Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, crouching and stooping in the performance of daily office activities. The position also requires grasping, repetitive hand movement, and fine coordination in retrieving and entering data using a computer keyboard. Additionally, the position requires near and far vision in reading work related documents and using the computer, and acute hearing is required when providing phone and personal service.
WORK ENVIRONMENT:
Employee generally works indoors. Environment is generally clean with limited exposure to conditions such as dust, fumes, or odors. Noise level in the work environment is usually moderate but the employee may occasionally be exposed to loud talking and interruptions from telephones and/or members of the public.
