Community & Economic Development Director, Tipton County
Tipton County is seeking a highly motivated professional to lead and support community and
economic development initiatives that advance the County’s long-term goals. This position will focus
on business attraction and development, capital investment, strategic planning, workforce and
education initiatives, public-private partnerships, administrative coordination, and special projects.
The position will work closely with the Tipton County Board of Commissioners, County Council,
County departments, community organizations, businesses, educational institutions, economic
development partners, and other public and private stakeholders.
The successful candidate will be a self-directed professional capable of managing multiple priorities,
developing relationships, coordinating complex initiatives, and advancing projects from concept
through implementation.
Essential Duties and Responsibilities
Economic and Community Development
● Promote Tipton County as a location for business investment, expansion, and development.
Identify, pursue, and assist with new business and economic development opportunities.
● Support efforts to attract and increase private capital investment within Tipton County.
● Build and maintain relationships with existing businesses and assist with business retention and
expansion initiatives.
● Coordinate with local, regional, and state economic development organizations and other
strategic partners.
● Develop and maintain relationships with developers, site selectors, businesses, utilities,
educational institutions, and other organizations involved in economic and community
development.
● Assist with the development and implementation of short- and long-term economic development
strategies.
● Identify opportunities for public-private partnerships that further County priorities.
● Support projects and initiatives that improve Tipton County's competitiveness and quality of place.
Strategic Planning and Special Projects
● Assist County leadership with strategic planning and implementation of County priorities.
● Coordinate special projects and initiatives as assigned.
● Conduct research and analysis related to projects, programs, economic development
opportunities, contracts, and County initiatives.
● Develop project plans, timelines, supporting materials, and recommendations as needed.
● Coordinate among County departments and external organizations to move projects forward.
● Assist with contract negotiation, coordination, and administration when appropriate.
● Track project milestones, responsibilities, and deliverables and provide updates to County
leadership.
Communication and Relationship Management
● Serve as a professional representative of Tipton County when interacting with businesses,
community organizations, governmental entities, and the public.
● Develop productive working relationships with elected officials, County employees, business
leaders, community partners, and regional and state organizations.
● Communicate project status, opportunities, challenges, and recommendations to County
leadership.
● Provide periodic reports and updates regarding economic development activities, projects, and
other assigned responsibilities.
Qualifications
The ideal candidate will possess a combination of education, professional experience, and
demonstrated capabilities related to economic development, community development, business
development, government administration, project management, or a related field.
Preferred qualifications include:
● Experience in economic development, community development, business development,
government, public administration, project management, or a related area.
● Demonstrated ability to develop and maintain relationships with businesses, governmental
entities, community organizations, and other stakeholders.
● Experience coordinating complex projects involving multiple organizations or departments.
● Strong written and verbal communication skills.
● Strong organizational, research, analytical, and problem-solving abilities.
● Experience with strategic planning and implementation.
● Ability to manage multiple projects and priorities with limited supervision.
● Experience with contract negotiation or administration is beneficial.
● Knowledge of local government operations is beneficial.
Equivalent combinations of education, professional experience, and demonstrated expertise may be
considered.

Work Expectations
This position requires sufficient availability and flexibility to fulfill the responsibilities and objectives
established by Tipton County. The individual will be expected to independently manage priorities and
scheduling while remaining responsive to County leadership and project needs.
Work may be performed in County-provided office space, at other appropriate work locations, and in the community as necessary. The position may require attendance at meetings, community events,
business meetings, site visits, and other activities outside of traditional business hours.
Some travel within Tipton County and throughout Indiana may be required.
Professional Development
Professional development and continuing education related to economic development, community
development, leadership, workforce development, or other relevant areas will be supported as
appropriate and subject to County approval and available funding.
