The
Small Business Development department is looking for a self-directed individual who brings their unique experience and knowledge to this dynamic team. The
Program Manager will leverage their comprehensive competencies to navigating public administration, economic development strategies, and diversity and inclusion initiatives. The ideal candidate will have proven experience in implementing regulatory programs and a familiarity with construction projects, and instrumental in leading the Authority's initiatives to engage, support, and promote disadvantaged local small businesses. Enjoy the flexibility of a telecommuting schedule (3 days remote and sixteen working hours on-site) fostering a more inclusive business environment at the airport and;
- Reviews drafts of proposals to ensure compliance with Authority and or federal program requirements; develops components appropriate for small business participation and DBE/ACDBE participation as required; makes final certification application decisions
- Manages Authority policies and procedures to achieve objectives and goals for small business participation in procurement, contracting, and concession activities; analyzes certification applications for DBE and ACDBE Programs in accordance with established federal criteria and requirements, as well as Local Business Certifications
- Monitors contractor compliance of Authority contract provisions and requirements; manages consultant agreements in support of outreach efforts; develops and provides training and orientation on small business program requirements to Authority management and staff
- Track federal funded projects, to ensure commitments and DBE attainments for the annual FAA DBE report; perform Commercial Useful Function (CUF)and monitor change orders

Requirements
Required Education, Training and Experience**:
- Graduation from a four-year college or university with major in business or public administration or a closely related field;
- Four years of progressively responsible experience in planning, designing and implementing business and/or community outreach programs;
- Equivalent combination of training and experience.
Preferred Qualifications
- Master's Degree in business administration, public administration, real estate, finance, architecture, construction management, or a closely related field;
- National Highway Institute DBE/ACDBE Certification Presentation
Licenses, Certificates, And Special Requirements
- A valid California Class "C" driver's license and the ability to maintain insurability under the Authority's Vehicle Insurance Policy
The hiring salary for a Small Business Development Program Manager is a minimum of $91,707
