The Community:
Incorporated in 1960, the City of Live Oak has grown from its farming and ranching roots into a close-knit community of nearly 16,500 residents, quality businesses, family-friendly amenities, and peaceful neighborhoods. The 5.5-square-mile city is located at the high-growth intersection of I-35 and Loop 1604, just 17 miles northeast of downtown San Antonio. Its rolling hills, serene lake, and scenic trails complement convenient access to shopping, dining, state-of-the-art medical facilities, and the attractions of the San Antonio metropolitan area. Live Oak borders San Antonio, Selma, Universal City, Converse, and a portion of unincorporated Bexar County.
Known for its natural beauty and small-town charm, Live Oak features five developed parks totaling more than 100 acres. Community amenities include a lake offering fishing and non-motorized boating, ball fields serving league sports, a skate park, a city swimming pool, a clubhouse, and adjacent recreation areas. The city also features two professional disc golf courses designed by master designer John Houck.
Live Oak residents also have easy access to regional museums, amusement and adventure parks, performing arts spaces, sports venues, renowned historic sites, and an international airport. Natural Bridge Caverns is approximately 30 minutes north, while the San Antonio Zoo, Botanical Garden, and Japanese Tea Garden are about 20 minutes southwest. Nearby, residents and visitors can explore the River Walk, a 15-mile urban waterway lined with restaurants, shops, hotels, and well-known attractions.
The Department:
The City of Live Oak Economic Development Corporation was created in 1996 to expand and diversify the City’s economic base. The Live Oak Economic Development Corporation supports quality development through tools that include tax abatements and tax increment reinvestment zones.
The property and affairs of the Live Oak Economic Development Corporation are managed and controlled by a Board of Directors under the guidance and direction of the City Council. Subject to restrictions imposed by law, the Articles of Incorporation, and the Bylaws, the Board exercises all powers of the Corporation.
The Board consists of seven directors, each appointed by the City Council. The City Manager or the City Manager’s designee serves as Executive Director of the LOEDC and provides administrative support for advancing the City’s economic prosperity. The City Manager is not a member of the Board.
Directors serve two-year terms that expire on June 30. Upon expiration of a term, a director may be reappointed by the City Council. The City Council appoints and reappoints members of the Economic Development Corporation Board.
Position Summary
Under the general direction of the Assistant City Manager. Provides management and oversight of the City of Live Oak’s Economic Development Corporation (EDC) and marketing functions. Facilitates business development for the community, management of the EDC Budget, ongoing retention and attraction programs, and community involvement. The EDC and Marketing Manager is charged with developing strong community relationships and providing critical analysis and insights into the economic conditions of the EDC Board and other community stakeholders.
Job Responsibilities
Essential Functions: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:
- Develops and presents EDC Annual Strategic Work Plan, Annual Budget and proposed projects to the EDC Board of Directors and to City Council for approval. Provides regular management level reporting to the EDC Board and City Council and annual and quarterly reporting to State agencies.
- · Develops and presents to the Visit Live Oak Board, Annual Budget and proposed projects to the Visit Live Oak Board and to City Council for approval.
- Develops and implements projects, recommendations, economic analyses, incentive analysis, and proposed policy changes for consideration by the EDC Board of Directors in keeping with Board directives, the EDC’s Articles, Bylaws and Mission.
- Networks and builds relationships with the business community. Works to retain/expand existing businesses and works to recruit new businesses from designated target industry sectors to Live Oak and develops Request for Information (RFI) and the responses and submissions.
- Establishes and maintains cooperative working relationships with employees, officials, other community development agencies and the general public.
- Monitors financial performance of the EDC. Provides analysis of revenue and expenses to anticipate and propose changes/altercations in the EDC’s best interest.
- Assists in the development and management of the EDC budget, including all contracts, accounts payable, and accounts receivable.
- Negotiates vendor contracts for design, marketing, and public relations services, with the approval of the EDC Board, as part of targeted recruitment and marketing campaigns; and monitors contract compliance.
- Ensures that orders and resolutions of the Board are carried into effect.
- Collaborates with City staff and leadership for strategies, planning, and is an active member of the Development Review Team.
- Manages the branding, marketing, and advertising of the EDC which represents the City of Live Oak as the premier community for businesses, including City’s bi-monthly publication, Hometown news magazine, City’s website, and City’s social media platforms.
- Manage, in conjunction with the City Secretary and legal counsel, the provision of open records request responses and archiving of records.
- Prepares for monthly EDC Board meetings, special board meeting(s), and strategic planning, as well as meeting follow-up.
- Develops and maintains EDC programs and initiatives such as Live Oak VIP program, ribbon cuttings, scheduled newsletters.
- Serves as a City liaison for the city marketing needs, including social media and website coordination.
- Performs other duties and tasks as assigned.

Education and Experience:
Bachelor’s degree from an accredited college or university in Economics, Public Policy, Business or Public Administration, or related field and five (5) years of progressively responsible management and supervisory experience in the field of economic development; OR an equivalent combination of education, training, and experience.
Licenses, Certifications, and Equipment:
A valid State driver’s license may be required.
Work is performed in a standard office environment. Operates standard office equipment such as personal computer and related software, fax machine, and copy machine.
Compensation and Benefits:
The City of Live Oak uses a competitive market process to determine the starting salary. The salary range for this position is $88,406 to $100,023 (depending on qualifications). The City offers a flexible work schedule, education assistance, plus an outstanding benefits package that includes medical, dental, vision, life, and short- and long-term disability insurance; generous vacation and sick leave; 11 paid holidays; an employee assistance program; and longevity pay of $10 per month. The organization pays 100% of employees’ medical and dental premiums and 45% of premiums for covered dependents. The City participates in the Texas Municipal Retirement System, which pairs employees’ 7% contributions with a 2:1 employer match and offers a voluntary 457 deferred compensation plan.
