This position is located in the Metropolitan Police Department (MPD), Organizational Culture and Wellness Bureau (OCWB) Office of Diversity, Equity, Inclusion (ODEI). Reporting to the Chief People Officer (CPO) the incumbent is responsible for developing, implementing, and overseeing comprehensive DEI strategies and programs across the organization. This role also encompasses managing Equal Employment Opportunity (EEO) compliance to ensure adherence to federal, state, and local employment laws and regulations. The DEI Director will work collaboratively with leadership and employees to foster a diverse, inclusive, and equitable workplace while promoting EEO principles and practices.
The Incumbent Will Be Responsible For The Following
- Works closely with CPO and DEI team to facilitate successful execution of key DEI projects and initiatives aligned with organizational goals and objectives.; ensures proper prioritization of efforts and project management support.
- Partners with executive team, Metropolitan Police Academy (MPA), Human Resources Management Division (HRMD) and across bureaus to embed equity and inclusion into processes, policies and practices aimed at improving all elements of the employee lifecycle.
- Plans, designs, develops, and facilitates DEI and EEO education, workshops, and trainings on various topics, including unconscious bias, inclusive leadership, micro and macro behaviors, harassment and hostile work environments, etc.
- Leads and/or supports cross-functional working groups and teams on DEI and EEO-related projects, efforts and initiatives.
- Designs change management plans and ensures resources and supporting tools are provided to ensure effective execution and adoption of leading DEI practices across HR processes and throughout the employee experience.
- Engages with executive team to drive DEI related messages throughout the agency. Partners with internal communications team to influence and drive the DEI narrative and communications; ensures timely communication and flow of information between the Office of DEI and key internal stakeholders.
- Provides guidance and direction on the planning, development, and execution of annual DEI initiatives and milestone events.
- Develops project plans, tracks milestones and establishes key metrics required to achieve both short and long-term DEI goals including the impact and effectiveness of process improvements.
- Develops, supports, analyzes and manages data related to our various DEI programs. Performs qualitative and quantitative assessments of programs/initiatives; evaluate trends and makes recommendations.
- Prepares and presents reports on DEI and EEO metrics, trends, and progress; uses data to drive decision-making and strategy adjustments.
- Conducts on-going qualitative research both internally and externally on demographic trends; uses insights to drive recommendations on best practices, identifies and recommends strategies for enhancing DEI and EEO efforts.
- Maintains current knowledge and understanding of regulations, industry trends, current practices, new developments, and applicable laws regarding human resources policies, programs, and issues related to DEI and EEO.
- Ensures compliance with all EEO laws, regulations, and guidelines.
- Conducts regular audits and assessments of EEO policies and practices.
- Oversees the intake and resolution of EEO complaints and issues.
- Facilitates conflict resolution and mediation related to DEI and EEO concerns.
- Performs other related duties as assigned.
Licensures, Certifications And Other Requirements
Certificate in diversity, equity and inclusion (DEI) and/or professional certification (e.g., SHRM-SCP, SPHR) preferred.
Education
Graduation from an accredited four-year college or university with a bachelor’s degree in Human Resources, Organizational Development, Industrial Psychology or related field.
Work Experience
Applicants must have at least one (1) year of specialized experience equivalent to the MS-13 grade level in the District of Columbia government, or its non-District equivalent, gained from the private or public sector. Specialized experience for this position includes, but is not limited to: experience leading diversity, equity and inclusion, equal employment opportunity or human resources initiatives in a public or private sector organization; experience establishing partnerships with internal and external stakeholders to identify and eliminate barriers that may impede equal employment opportunity and the integration of DEI within an organization; experience collecting and using data to assess the effectiveness of initiatives and to achieve measurable results; ability to successfully develop, implement, and evaluate institutional diversity, equity, and inclusion programs; ability to establish DEI and EEO metrics; demonstrated ability to interact and influence at all levels of an organization and to work collaboratively across functions and departments toward shared objectives; and experience supervising others.
A minimum of one year of experience equivalent to the next lower grade level or equal private sector experience that has equipped you with the experience to perform the duties of this position. One year of prior management/leadership experience required.
Work Environment
Work location is in an office environment. Work is sedentary and may require walking and standing in conjunction with travel and attendance at meeting and conferences away from the work site and carrying light items, such as laptops, papers, books, small parts, and driving an automobile.

This position is deemed as “Security Sensitive” pursuant to Chapter 4 of the D.C. Personnel Regulations, in addition to the general suitability screening and criminal background check (pre-employment and periodic), individuals may be subject to the following checks and tests:

This position is “At Will”. At will employment applies to the Management Supervisory Service (MSS). All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. This position is not in a collective bargaining unit.
