The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment.
Responsibilities
This position is located within the Office of the Chief of Police, in the United States Capitol Police (USCP or Department). The primary mission of the USCP is to protect life and property; prevent, detect and investigate criminal acts; and enforce traffic regulations throughout a large
complex of congressional buildings, parks, and thoroughfares. The incumbent serves as the principal source of expertise in the USCP to whom the Chief of Police and senior staff look to for advice and counsel on the full range of legislative and regulatory matters. The Director assists the Department in balancing the needs of a wide range of stakeholders, including congressional leadership, oversight and appropriations committees, individual Members of Congress, and congressional staff.
The incumbent develops integrated strategies to advance the legislative priorities and objectives of the USCP. As a technical authority on legislative affairs, effectively and efficiently communicates with the U.S. Congress to promote and achieve successful legislative and fiscal support for USCP programs. Provides executive leadership in directing the overall development of USCP legislation. Establishes positive interactive relationships with Members of Congress and their staffs.
Analyzes proposed legislation and provides advice, analysis, and recommendations to the Chief of Police and his or her senior management. Represent the Chief of Police, as appropriate, in meetings with other Legislative branch organizations and Congress on USCP related matters. Advises the Chief of Police on legislative strategies to ensure the USCP's mission requirements are adequately represented and articulated. Coordinates and manages responses of USCP organizational elements to legislative inquiries and mandates. Ensures the centralized coordination and tracking of congressional correspondence/reports required by legislation or congressional committees to ensure timely delivery.
Establishes and coordinates policies, guidelines and procedures for all USCP legislative activities, including preparation of witnesses for Congressional hearings, coordination/tracking of congressional activities and establishment of USCP positions on a wide range of congressional actions.
Qualifications
In order to qualify, you must meet the education and/or experience requirements described below.
Qualifying experience for this position includes five years of specialized experience at least equivalent to the CP-12 (GS-14) level. Specialized experience includes: Researching and analyzing legislation to create proposals for initiatives. Handling the most complex and sensitive congressional issues and provide technical guidance to staff. Assisting with department and/or staff offices concerning matters within the area of program and legislative responsibility. Designing and maintaining databases and repositories, such as websites, directories, SharePoint sites, and other methods to organize and store information related to legislative policy and strategy work.
