The City of Norwalk is seeking a Social Services Superintendent to fill a vacancy in the Social Services Department. The Social Services Superintendent, under administrative direction, manages the day-to-day activities, staff, and programs within the Social Services department and assists the Director in the overall administration of the department.
This is a single incumbent class that provides support to the Director of Social Services. It is distinguished from the Director of Social Services in that this position is responsible for day-to-day internal department activities and staff within the Social Services, Childcare, and Senior Center divisions.
The Social Services Superintendent works under the Director of Social Services and will exercise lead direction over professional, supervisory, technical, and office staff during the Director's absence.
Essential duties may include, but are not limited to the following:
Serves as a liaison between various non-profits, local, county, state, and federal programs that work in conjunction with the Social Services department; Homeless Advocacy agencies, Los Angeles County programs, Senior Center Programs, Community Outreach Workers, Child Care, and public related community crisis intervention programs.
Manages and participates in the development and implementation of goals and objectives as they relate to the department; reviews, monitors, and analyzes the effectiveness of service delivery levels and makes appropriate recommendations to the Director of Social Services.
Ability to perform case management skills in order to evaluate emergency and non-emergency situations; determine client needs, develop a timeline consisting of long/short term goals and implement a plan of action for client success.
Coordinates and reviews functions of the department; identifies work assignments, projects, and programs; monitors workload and evaluates work productivity, methods and procedures.
Selects and supervises staff; plans and organizes work; develops and establishes work methods and standards; reviews and evaluates employee performance.
Manages and analyzes the department’s annual budget; maintains and monitors assessment for additional funds; and directs and implements adjustments for staffing, equipment, materials and supplies as necessary.
Reviews new and current programs to determine their efficiency, effectiveness and compliancy with local county, state, and federal regulations for proper administration of reporting requirements. Writes and monitors various grant programs within the department.
Compiles information and prepares documents, agenda items, or resolutions relating to administrative, fiscal or operational issues; makes oral presentations on department issues at City Council and Community meetings.
Builds and encourages a cooperative team-oriented environment within the Department of Social Services and other agencies and providers.
Establishes and maintains positive relationships with other public agencies, City Commissions, community service groups and residents. Assesses community needs and trends and projects demographic needs; directs appropriate department strategies.
Assumes responsibility for department operation in the absence of the Director of Social Services.
Knowledge, Skills and Abilities
Knowledge of: modern principles and practices of public administration; organization, supervision and training as well as operational characteristics of a social services program; diversified socio-economic community and its impact on service levels; research methods, survey and data collection techniques, interpretation of statistics; contract development and administration; municipal budget preparation and administration; principles of employee supervision, training and performance evaluation; Familiar with County, State and Federal funds and Regulations. Familiar with the homeless delivery system.
Ability to: manage, direct, coordinate and supervise a multi-faceted social services program; prepare comprehensive technical reports on administrative, financial, commission or staff matters; analyze problems and identify alternative solutions; implement recommendations that reflect consistent department wide goals and objectives; monitor service levels and direct positive change; maximize staff development, including training, motivation and maintaining positive team interaction; interpret and apply federal, state and local policies, procedures, laws and regulations; communicate clearly and concisely orally and in writing; maintain positive working relationships with those contacted in the course of work, including city and other government officials, community groups and general public.
Education and/or Experience
Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary. Example combinations include: Graduation from a four-year college with major coursework in Sociology, Social Science, Public Administration or a closely related field. Four years of increasingly responsible experience in the supervision and development of human services programs, including supervision of professional staff. A Master’s Degree in Social Work, Public Administration, or a related field is preferred.
Required Licenses and Certificates
Possession of an appropriate California driver's license at the time of appointment and a satisfactory driving record.
Physical Demands
Work is performed mostly in office settings. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.
While performing the duties of this job, the employee is frequently required to talk or hear; sit; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is frequently required to stand or walk.
The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
Work Environment
Incumbent is not substantially exposed to adverse environmental conditions.
Be available to work on an emergency basis if needed and be able to communicate with staff during the evenings, weekends, holidays, or as needed.
