General Definition of Work
Performs work directing the staff and operations of the Health and Human Services Department, preparing and presenting information, developing and administering a budget, reviewing operations and ensuring compliance, planning, developing, and implementing programs, polices, and procedures, completing reports, and related work as apparent or assigned.
Work involves setting policies and goals under the direction of the County Administrator.
Departmental supervision is exercised over all personnel in the Department.

- Directs the operations and staff of the Department; develops and implements a department budget; reviews and approves expenditures; formulates and administers policies and procedures; oversees staff development and evaluations; prepares and presents information and plans to the Board.
- Directs the preparation of all fiscal, statistical, and programing reports and documentation to ensure compliance with Federal, State and County requirements.
- Plans, develops, implements, and oversees department programs; reviews and evaluates program efficiency and effectiveness; adjusts programs and operations as needed.
- Leads the development and implementation of the strategic vision, plan, and goals of the Division.
- Prepares, recommends, and carries out policies regarding the operation of the Health and Human Services agency.
- Performs other related duties as assigned.
Minimum Qualifications
- Bachelor's degree in social work, psychology, sociology, public health, or related field and considerable experience supervising income maintenance, social services, public health programs, and fiscal operations, or equivalent combination of education and experience.
- Must possess and maintain a valid driver’s license.
Required Knowledge, Skills, and Abilities
- Knowledge of laws and regulations relating to human service programs.
- Knowledge of principles and practices of social work.
- Knowledge of methods, procedures, and principles of public human services administration.
- Knowledge of the functions and organization of State, Federal and local agencies in the social services field.
- Knowledge of the socio-economic conditions of all areas of the County and Region.
- Knowledge of community and financial resources.
- Knowledge of other health and related services, public health laws, relevant rules and regulations.
- Knowledge of public administration practices including personnel, fiscal and office management.
- Ability to plan, organize and direct the work of others.
- Ability to draft and write grant proposals.
- Ability to adapt to frequent changes in programs and procedures and to plan for and implement such changes in the agency.
- Ability to communicate effectively, both orally and in writing.
- Ability to work with others in a consulting capacity.
- Ability to establish and maintain effective working relationships with County Board, co-workers, other county personnel, professional organizations, representatives of the media, civic community groups and the general public.
- Ability to maintain a regular and timely work attendance.

Physical Requirements and Activity
This work requires the occasional exertion of up to 25 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel and occasionally requires standing, walking, sitting, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, tasting or smelling, pushing or pulling and repetitive motions.
Sensory Requirements
Work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels.
Sensory Utilization
Work requires preparing and analyzing written or computer data, operating machines, operating motor vehicles or equipment and observing general surroundings and activities.
Environmental Conditions
Work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

Final appointment is contingent upon the applicant passing a background investigation including a criminal history search. Costs of the background will be paid for by Isanti County.
