The Ground Transportation Department is expanding our team with (2) dynamic
Manager, Landside Operations as we approach enhancement of our operations in preparation for the growth and transformation accompanying the New T1 terminal. Comprehensive knowledge of Ground Transportation is essential for both opportunities, with specialization in both
Traffic Enforcement and
Traffic Operations.
As Manager, Landside Operations you will play a pivotal role in overseeing key aspects of ground transportation, ensuring smooth and efficient operations across all activities. You will lead teams in developing and implementing traffic strategies, ensuring regulatory compliance, leverage technology to improve processes, and support various projects through planning, performance measurement, analysis, and problem-solving. Working closely with internal and external stakeholders, you will be responsible for promoting safety, compliance, and an exceptional experience for all travelers at SAN.
What You'll Do:
Traffic Enforcement:
- Lead Traffic Enforcement & Compliance: Oversee teams to maintain safe curbside and roadway operations, adhering to airport policies and codes
- Monitor & Coordinate Traffic Flow: Real-time monitoring to reduce congestion and ensure passenger and vehicle safety
- Collaborate on Security: Work with law enforcement and airport security to ensure a secure and efficient curbside environment
- Ensure Regulatory Compliance: Adhere to federal, state, and local regulations, including ADA and safety standards
- Manage & Train Staff: Supervise traffic enforcement and compliance teams, providing training and guidance
- Manage Budget & Reporting: Prepare financial forecasts and maintain operations within budget, ensuring high service levels
- Policy Development: Create and uphold policies for curbside management, traffic enforcement, and parking operations
Traffic Operations:
- Oversee Traffic Operations Services: Be primary contact and manage daily services including taxis, rideshare, shuttles, charter buses, and other transport providers
- Collaborate with Transportation Providers: Ensure quality service and compliance with contracts and regulations
- Improve Efficiency & Traveler Experience: Develop strategies, upgrade technology, and enhance processes for better service
- Lead Traffic Management Projects: Oversee infrastructure development to improve transportation flow and service quality
- Manage Budget & Reporting: Prepare financial forecasts and maintain operations within budget, ensuring high service levels
- Policy Development & Maintenance: Establish and update policies for all ground transportation operations

Requirements
The Experience You Need to Have**:
- Six years of ground transportation, traffic or landside operations, traffic operations, transportation, commercial transportation management, code compliance, logistics or parking operations management experience, of which, at least two years were in a supervisory or management capacity and/or an equivalent combination of training and experience
- Bachelor's Degree in Public or Business Administration, Aviation or Airport management, Transportation, Logistics, Project Management, or a related field
Licenses, Certificates, and Special Requirements :
- Maintain a valid driver's license and the ability to maintain insurability under the Authority's vehicle insurance policy
- Successful completion of a fingerprint-based background investigation, training, and testing required for employment and operation and operation of Authority and San Diego County physical security, surveillance, radio and telecommunications equipment.
Preferred Licenses; Certificates; Special Requirements:
- American Association of Airport Executives (AAAE) Certified Member (CM), Certified Administrator of Public Parking (CAPP), Certified Parking Professional (CPP), Traffic Control Supervisor (TCS), or Project Management Professional (PMP) designation
