JOB SUMMARY:
Under general direction of the Assistant Director of Transportation and Mobility, function as the manager of the Service Center Field Operations Section of Transportation and Mobility Department. Plan, organize and direct all work related to Traffic Operations. Oversee the management of the City’s Advanced Traffic Management System and Traffic Management Center and ensure efficient traffic control system is maintained. Supervise division operating, bond, and grant account budgets. Negotiate, manage and coordinate purchases and contracts with vendors and contractors. Supervise and evaluate subordinates. Perform other related work as required. ========================================================
ESSENTIAL JOB FUNCTIONS:
Supervise and evaluate subordinates and demonstrate strong leadership qualities. Manage and provide support for the following departmental functions: budget preparation and adherence, requisitions, receiving of materials, monthly safety meetings, improvement and work programs, development and maintenance of records of installation, repairs and maintenance activities, annual reports, training of field operations crews. Prepare, and coordinate to completion contracts for construction of various projects, exercising discretion and independent judgment with little direct supervision. Review monthly pay estimates and invoices for payment on city projects. Coordinate projects with area governments and utility agencies. Sit, stand, and/or walk for long periods of time inspecting projects. See and hear well enough to work safely in traffic and dangerous construction situations. Communicate courteously and effectively, in person, on the phone, or in writing in the English language, with other city employees, officials, contractors, vendors, and the public. Work indoors and outdoors in adverse conditions such as extreme cold and heat, heights, temperature swings, and loud noise.

REQUIRED EDUCATIONS, DEGREES, CERTIFICATES, AND/OR LICENSES:
Bachelor of Science in Engineering required from a University with an accredited engineering program by the Accrediting Board for Engineering and Technology. Professional Engineer registration in Texas required, or must attain registration within six months of appointment. Professional Traffic Operations Engineer (PTOE) certification by the Transportation Professional Certification Board is preferred or obtain the certification within one year of appointment. Texas Driver’s License, Class C, required. ========================================================
EXPERIENCE, TRAINING, KNOWLEDGE, AND SKILLS:
Three years of supervisory experience required, preferably with city, county, or state agencies working with traffic engineering and operations projects. Must have ability to negotiate and mediate personnel and construction matters. Guide, direct, supervise and evaluate employees. Must have ability to: maintain budget control and inventory control; complete accurate records; produce needed results within deadlines. Must have strong knowledge of traffic engineering principles, procedures, and resources. Professional, supervisory, administrative and technical working knowledge required of electronics and computer systems. Must display good decision-making ability. Must be able to work in a team environment. Must have good communication skills (verbal and written).
