This position is responsible for managing the city’s fleet services operations, including the repair, maintenance, and replacement of city vehicles and equipment.
- Directs the daily operation of the division, including reviewing and approving of invoices and reviewing and approving repairs to city vehicles and equipment.
- Develops, implements, and monitors an effective fleet replacement program in accordance with short- and long-term goals and objectives.
- Oversees the operation and maintenance of fueling sites.
- Prepares detailed bid specifications and resolves purchasing-related issues related to the vehicle and equipment fleet.
- Trains, assigns, directs, supervises, evaluates, and disciplines personnel.
- Develops and implements division policies and procedures.
- Administers and manages telematics systems installed in city fleet.
- Oversees the disposal of city-owned vehicles and equipment.
- Develops, implements, and monitors training and certification programs for division personnel.
- Prepares and administers the annual budget proposal; controls expenditures and manages approved funds.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION
- Knowledge of the mechanical repair and maintenance of a variety of vehicles and equipment, including automobiles, medium/heavy duty trucks, heavy construction equipment, and specialized equipment.

SUPERVISORY CONTROLS
The General Services Director assigns work in terms of division goals and objectives. The supervisor reviews work through conferences, reports, and observation of division activities.
GUIDELINES
Guidelines include relevant state and federal regulations, vehicle and equipment manufacturer guidelines, city purchasing policies, ADEM regulations, state bid laws, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application. This position develops division guidelines.
COMPLEXITY/SCOPE OF WORK
- The work consists of varied management, supervisory, and technical duties. The wide variety of vehicles and equipment combined with frequent changes in the industry contribute to the complexity of the position.
- The purpose of this position is to manage the city’s fleet services operations. Successful performance ensures the availability of safe and reliable equipment and vehicles used in support of a variety of city operations.

PHYSICAL DEMANDS/ WORK ENVIRONMENT
- The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light and heavy objects, climbs stairs, and distinguishes between shades of color.
- The work is typically performed in an office, garage, and outdoors, occasionally in cold or inclement weather. The employee is exposed to noise, dust, dirt, grease, machinery with moving parts, and irritating chemicals. Work may require the use of protective devices such as masks, goggles, gloves, etc.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over Fleet Maintenance Supervisor, Equipment Service Supervisor, Accounting Technician, and Equipment Maintenance Clerk.
- Graduation from a standard senior-high school or GED equivalent, as recognized by the United States Department of Education (USDE) or Council on Higher Education Accreditation (CHEA), and
- Possession of an ASE Master Technician certification, and
- Seven (7) years recent experience performing maintenance and repairs in a fleet environment of 350+ vehicles and pieces of equipment, and
- Five (5) years recent supervisory experience in a fleet environment of 350+ vehicles and pieces of equipment.
- Bachelors degree from an accredited* college or university in Transportation, Logistics, Accounting, Business, Automotive Technology, or closely related field is preferred.
*Accredited through an agency recognized by the U.S. Department of Education (USDE) or the Council for Higher Education (CHEA).
NECESSARY SPECIAL REQUIREMENTS
- Possession of a valid driver license and acceptable driving record. (PBA 9/10/01)
- Employees are required to obtain a Class “A” Commercial Driver License (CDL) within 120 days of date of employment/promotion/transfer/demotion to this position. (See condition for details.)
- Employees are required to obtain a Class “A” Fuel Operator certification within 120 days of date of employment/promotion/transfer/demotion to this position. (See condition for details.)
- An applicant for this position is subject to various background investigations up to and including a criminal, credit, past employment, and reference checks.
- Employees are required to submit to Drug and Alcohol testing in accordance with the City of Dothan policy, which includes pre-employment and random tests for the duration of employment in this position. (PBA 8/13/12)
