GENERAL SUMMARY:
Skilled position involving varied technical and administrative work related to planning, zoning and permitting functions within the Planning & Community Development office. Work involves substantial public contact and independent judgment.

DUTIES AND RESPONSIBILITIES:Job functions include, but may not be limited to the following.
- Provides staff support to and is under direct supervision of the Director of Planning, Community Development and Building, but involves close coordination with other City Departments including Public Works and Public Utilities, Code Enforcement and Public Safety.
- Reviews building permit applications and site plans for new construction to assure that zoning ordinances and other land development code regulations are met including tree and landscaping requirements.
- Processing of zoning related applications, preparation of public notices and technical reports on land use and zoning issues.
- Presents zoning variance and other zoning or land use related matters to Community Development Board.
- Writes staff reports for zoning variances and other zoning or land use related matters to Community Development Board.
- Maintains files related to Community Development Board, including applications, agendas, minutes, staff reports, and orders.
- Reviews sign permits for compliance with city regulations.
- Prepares written comments regarding any changes to building permit applications that are needed to meet ordinance requirements.
- Ability to read plans and maps as needed to review for compliance with zoning and land development regulations.
- Takes part in predevelopment meetings with property owners and their agents.
- Assist with reviewing and making recommendations for improvements to the development permit application processing system.
- Maintains official files of all land use regulations and ordinances.
- Reviews Business Tax Receipt applications for zoning compliance.
- Responds to citizen inquiries related to zoning and land use regulations, and related procedural requirements.
- Makes on-site inspections to determine compliance with zoning and land use regulations.
- Provides backup support to the building permit technicians.
- Basic land use and zoning related research assignments occasionally required.
- ARCView GIS skills adequate to prepare maps suitable for presentation are desirable.
- Attend City Commission and other public meetings as required.
- Responds to questions from the public about applications that have been filed on various properties.
- Assist with developing changes related to land development codes including analysis of other city/county ordinances and making recommendation for changes.
- Assist with training and providing support to counter staff related to land development codes and permitting requirements. This includes developing handouts and creating website information.
- Perform other responsibilities as assigned by Planning & Community Development Director.
Education and Experience:Bachelor’s degree in Planning or a closely related field with 2-3 years experience in local government zoning or planning office. Masters Degree may be used for work experience. Employee must be proficient in Microsoft Office and other standard software applications. GIS Skills are desired, but not required.
Licenses and/or Certificates:- Valid driver’s license with a satisfactory motor driving record.
Knowledge, Skills, and Abilities:- Ability to read, analyze, and interpret blueprints, maps, technical procedures, or governmental regulations. Ability to compile detailed staff reports and business correspondence. Ability to effectively present information and respond to questions from groups and contractors.
