Purpose: The Information Technology Manager focuses on the technical assessment, design, administration, and availability of the Douglas County Libraries (DCL) organizational IT infrastructure, including the server infrastructure, internal/external network, voice systems/services, and systems administration. This position supervises and provides technical guidance and mentoring to the infrastructure engineers and IT helpdesk staff. This role works effectively with the Director of Infrastructure Services, the Senior Leadership Team, and cross-departmental teams to achieve set goals. Individuals in this role foster staff development through proactive, engaged leadership and professional managerial skills.
Essential Duties And Responsibilities
35% Infrastructure Planning, Design & Administration:
- Provides technical leadership and expert analysis for the design, implementation, support, and administration of the voice, data, and sever infrastructure (i.e., routers, switches, firewalls, servers, storage, etc.).
- Provides expert analysis, research, and input regarding the technical feasibility (risks, limitations, business impact, compatibility with the existing environment and technical strategy) of new technology initiatives designed to support future business needs.
- Provides expert analysis and input for technical policies and procedures related to the implementation and maintenance of network equipment, server operating systems, and systems administration.
- Provides expert analysis and input regarding security risks and best practices related to the voice, data?and server infrastructure.
- Provides technical leadership for the implementation and maintenance of file servers, databases, web servers, and server-based applications.
- Responsible for the integrity and effectiveness of the backup strategy for file servers, phone systems, and network components.
- Documents procedures and standards related to the implementation and maintenance of components for the voice, data, and server infrastructure.
- Keeps current on technological advances as they relate to the District’s goals and strategies. Learns, uses and applies industry and organization-specific technology as needed.
- Supports the configuration and updates to the automated material handling system software.
- Utilizes user data and workflow evaluations to judiciously make changes to department.
20% Department Operations:
- Continues to evolve library changes, vendor changes, and new product mediums, transforming workload and processes as needed.
- Negotiates vendor contracts and monitors services by researching prices and comparing products and services in order to obtain the best materials and services at optimal pricing.
- Ensures data governance and security established by organizational guidelines and policies.
- Establishes, monitors, and adjusts service level agreements around staffing and response rates for supporting district technology.
- Provides clear communication and directives to teams. Drafts processes and procedures as needed.
- Develops and oversees the department budget. Is responsible for submitting invoices as per purchasing guidelines
- Oversees and manages the priorities and work activities of the department.
- Identifies areas of improvement and looks for efficiencies and ways to increase the quality of the customer experience.
- Fosters a culture of innovation and continuous improvement.
- Ensures that all department processes and employment procedures are documented, and changes are communicated to staff. Relevant records are retained based upon the State Archivist Records Retention Manual.
- Develops procedures to comply with policies and monitors compliance.
- Identifies risk and works with the Senior Leadership Team to help manage it.
25% Supervisory Responsibilities:
- Recruits, interviews, hires and trains new department staff.
- Recommends salary increases, promotions, transfers, or terminations.
- Handles discipline and terminations in accordance with organizational human resources practices.
- On call in crisis situations.
- Ensures that team consumes, understands, and effectively utilizes organizational communication.
- Provides direction, support, feedback, and leadership to direct reports.
- Ensures brand compliance and excellent internal and external customer service in interactions with customers and staff.
- Ensures that team aligns with organizational goals and values.
- Engages in the DCL performance feedback system, provides frequent feedback and support to individual team members to align work and behaviors with DCL brand, values and priorities, maintains documentation in Paylocity, develops and retains high quality employees.
- Promptly approves timecards and time off requests.
20% Leadership:
- Serves as a member of the division leadership team and as a leader for DCL in order to advance library services in Douglas County.
- Sets goals for district project(s), establishes implementation team(s) and timelines for completion by utilizing the organization’s project management process.
- Collaborates effectively with other managers to achieve desired outputs and outcomes for the organization.
- Develops resilient supervisors that effectively manage their teams, resolve conflicts, and problem solve.
- Promotes positive and productive workplace cultures. Maintains effective working relationships with DCL staff.
- Participates in and supports District committees, trainings, and professional development.
- Demonstrates strong communication, organizational, time management and strategic thinking skills. Maintains a growth mind-set.
- Performs the role and responsibilities of the director in a backup or supportive role as needed.
- Represents DCL externally as job requires
Performs other related duties as assigned and requested.

Requirements
Experience and Qualifications:
Required
- A Bachelor's Degree in Computer Science, Management Information Systems, Telecommunications, or other related technical degree
- Three or more years of IT management/supervisory experience
- Five or more years technical experience
Preferred
- Certifications in Network+, Security+, CCNA, VCP. Windows or Unix Technology certification a plus (MCSE, Redhat Certified Etc...). Storage Certification a plus.
- Ten (10) years designing/implementing/supporting data networks is required. Installing and supporting Microsoft servers, implementing and supporting Internet connectivity, and implementing disaster recovery solutions.
- Ten (10) years’ experience with administration of Active Directory in an enterprise environment.
- Ten (10) years’ experience supporting users at remote locations and migrating servers to new hardware/software platforms.
- Five (5) years’ experience supporting Microsoft SQL servers, QOS and MPLS networks, and intrusion detection systems.
- Five (5) years’ experience implementing and supporting virtual servers in an enterprise environment using VMWare.
- Three (3) years’ experience with blade server technology.
- Five (5) years’ experience with storage systems and data replication.
A combination of experience and education will be considered.
Physical Requirements: Must have a reliable method of transportation between all DCL locations. Must have the physical ability, stamina, mobility and manual dexterity to support a 7-day a week operation. Work at computer work-stations repetitively and for extended periods. Participate in meetings and events at various locations and at varied times throughout the day. Ability to read as small as 8pt font.
