Duties
- You will provide architecture design support for Command, Control, Communication, Computer, Cyber, and Intelligence (C5I) data transmission systems for global and major geographical networks.
- You will utilize knowledge of Pacific Fleet information technology (IT) infrastructure and Command, Control, Communication, Computer, Cyber, and Intelligence (C5I) modernization plans/budgets and potential benefits of applying emerging technologies.
- You will plan and manage intelligence information management, dissemination, security, and training.
- You will conduct analysis and recommend resolution to Command, Control, Communication, Computer, Cyber, and Intelligence (C5I) system issues impacting operations.
- You will maintain liaison with personnel in other commands/activities, intelligence agencies, and contractors to identify and define current and future technologies that best support organization.
- You will collaborate and integrate information system security; review certificate and accreditation documentation to ensure that it is compliant with standards, policy, and regulations.
- You will identify and define technical requirements applied to the planning, design, development, testing, implementation, management, and support of systems and networks.
- You will develop plans, schedules, and timelines, estimate resource requirements, define milestones and deliverables, and monitor day-to-day activities to stay on track with projected completion dates and report on accomplishments.

- This position may require a two-year DCIPS trial period requirement.
- This position has been designated as a Cyber Workforce position in the DoD Cyber Workforce Framework (DCWF) role of 641 proficiency level Intermediate.
- Incumbent of the position is required to maintain qualifications in accordance with DON Cyber Workforce Program requirements of SECNAV M-5239.2.; see Additional Information Section.
Qualifications
Individuals must have IT-related experience demonstrating each of the four competencies listed below:

In Addition To The Competencies Listed Above, Your Resume Must Demonstrate At Least One Year Of Specialized Experience At Or Equivalent To The GG/GS-12 Grade Level Or Pay Band In The Federal Service Or Equivalent Experience In The Private Or Public Sector. Specialized Experience Must Demonstrate The Following:
- Provide guidance on intelligence data flow and dissemination issues to enable coordination of theater maritime intelligence collection;
- Provide architecture design support for data transmission systems for global and major geographical networks including restrictions on use of foreign and other service resources, satellite bandwidth limitations, diversification, emergency back-up capabilities and changing operational requirements;
- Present, justify, and negotiate modernization issues with various outside agencies, subordinate commands, foreign military and civilian representatives, and personnel;
- Manage systems function, technical, and operational requirements and the research and development of new intelligence dissemination systems and procedures in accordance with organizational standards.

This Position Has Been Designated As a Cyber IT/Cybersecurity Workforce Position In Specialty Area 641 And As a Condition Of Employment Incumbents Of The Position Are Required To Comply With The DON Cyber IT/CSWF Program Requirements Of SECNAV M-5239.2, Which Include:
- 1. Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned, and;
- 2. Participate in a continuous learning program as described in SECNAVINST 1543.2. A minimum of 40 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan signed by both the employee and supervisor.
This position performs a primary cyber work role of 641 Systems Requirements Planner at the Intermediate level per the DoD Cyber Workforce Framework.
A Cost-of-Living-Allowance (COLA) of 8.90
% will be added to the stated salary. COLA is subject to change at any time.
