General Function
Responsible for overseeing the maintenance and repair activities for City facilities. Ensures that the physical infrastructure, equipment, and systems are well-maintained to support operational efficiency and safety.

Essential Duties And Responsibilities
- Develop and implement a comprehensive maintenance plan that includes routine inspections, preventive maintenance, and repairs.
- Oversees scheduling of preventative maintenance on all building related mechanical equipment including but not limited to air conditioning units, chillers, generators, elevators, mechanical filing systems, heaters, and equipment to minimize operational disruptions.
- Recruit, train, and manage maintenance staff, including technicians, custodians, and groundskeepers.
- Assign tasks, monitor performance, and provide training and development opportunities.
- Estimates and tracks job costs; contacts vendors to discuss product quality, view demonstrations, approve product for use, and obtain pricing information; prepares requisitions for parts, materials, and equipment; makes recommendations on special projects.
- Reviews federal, state and local laws, rules and regulations governing the programmatic areas supervised and ensures division compliance with those regulations through standard operating procedures, administrative directives, and other management tools
- Develop and manage the maintenance budget, ensuring cost-effective allocation of resources.
- Obtain quotes and manage vendor contracts for maintenance services.
- Ensure that the facility meets safety, health, and environmental regulations.
- Conduct safety inspections and implement corrective actions to maintain compliance.
- Manage the inventory of maintenance supplies and equipment, ordering and restocking as necessary.
- Monitor and control inventory costs.
- Develop and implement emergency response plans for equipment failures, power outages, or other facility emergencies.
- Coordinate with relevant personnel and authorities in emergency situations.
- Maintain records of maintenance activities, including work orders, equipment manuals, and service histories.
- Generate reports on maintenance performance and budget utilization.
- Identify opportunities for energy efficiency and sustainability improvements in the facility.
- Implement sustainable practices and technologies where feasible.
- Identify areas for process improvement and cost reduction in the maintenance operations.
- Make recommendations for enhancing facility reliability and safety.

Type Of Appointment/Work Hours
- Full-time/Regular in-person position.
- Standard workweek, which is forty (40) hours of work per week usually consisting of five (5) days of eight (8) hours per day or four (4) days of ten (10) hours per day. The workday may be varied for the efficient delivery of public service.
- Will be required to work other than the standard workweek on occasion, including evenings, weekends, and/or holidays.
- Designated as essential personnel.

Requirements
- Bachelor’s degree in engineering, facility management, construction management or in a related field required.
- Five (5) years of experience in maintenance management or a similar role required, of which must include experience with large building systems, fire safety systems, elevator systems, automated lighting, HVAC chiller systems, and Metasys systems.
- A general contractor license preferred.
- Certified Facility Manager (CFM) or Facility Management Professional (FMP) credential preferred.
- Strong leadership and team management skills.
- Knowledge of large building systems, equipment, and maintenance best practices.
- Effective communication and problem-solving abilities.
- Proficiency in computerized maintenance management systems (CMMS).
- Understanding of safety and environmental regulations.
- Ability to work under pressure and handle emergency situations.
- Flexibility to work irregular hours for maintenance emergencies.
- Knowledge of sustainability and energy efficiency practices is a plus.
- Must possess a valid Florida driver's license with a clean driving record.
- Must pass a background screening process.

Work Authorization/Security Clearance
- The employee must successfully pass a background screening process and comply with the City’s Drug-Free Workplace policy.
- The City will also verify the identity and employment authorization of individuals hired so the proper completion of Form I-9 is required, which includes the employee providing documents evidencing identity and employment authorization.
