General Function
Under the general direction of the City Manager, plans, organizes, directs, and oversees a broad range of administrative services, and directs the operations of the General Services department which provides a variety of internal support functions to other City departments; and performs related duties as required. Establishes departmental policies and operating procedures for the following citywide responsibilities: Citywide Fleet Management, Building Maintenance, and Asset Management. The Director is responsible for the overall operation of the General Services department and the establishment and direction of departmental policy and procedures to efficiently deliver assigned services to City departments, originates and interprets department goals and policies, manages budgets and physical resources, and oversees the work of managers and staff.
This position is expected to have broad knowledge of organizational needs, divisional operations, building and fleet systems requirements, and regulations and practices. The Director must determine how to effectively allocate staffing, physical and budgetary resources, and utilize information and communications systems to meet Council, community, management, and employee needs.

Essential Duties And Responsibilities
- Plans, directs, organizes, administers the development and delivery of department services, including but not limited to: Fleet Management, Facilities Management, and Asset Management.
- The provision of real estate administration of acquisition, rehabilitation, or demolition of city-owned real property.
- Oversees the development, modification, and implementation of operational and administrative policies and procedures; conducts negotiations; sets and adjusts priorities to provide direction for subordinates.
- Makes presentations to the City staff, City Council, and citizens, answering questions on technical and policy issues related to services provided by the department.
- Represents the department or the City in interactions with other City / County departments, contractors, vendors, and other outside organizations.
- Directs the implementation of contracts relating to capital planning for mechanical, electrical and plumbing maintenance, heat, light, and janitorial and other services for buildings owned or leased by the city.
- The capital management planning and maintenance of all city-owned buildings and the maintenance of the capital infrastructure for the city's vehicle fleet.
- Develop and implement departmental quality control and quality improvement programs and initiatives; analyze and monitor performance indicators; recommend process improvements to ensure operational effectiveness and superior customer service.
- Facilitates the review of subordinates’ and managers' budget requests to determine the need for requested items, their priority, and alternate sources of funding.
- Selects management and support staff; establishes standards, evaluates performance, and takes disciplinary actions.
- The provision of management of brownfield cleanup of city-owned property.
- Confers with department heads and city leadership relative to construction programs, building maintenance, automotive maintenance, and property management.
- Acts as a consultant to City staff representing departmental functions in long-range and strategic planning.

Type Of Appointment/Work Hours
- Full-time/Regular in-person position.
- Standard workweek, which is forty (40) hours of work per week usually consisting of five (5) days of eight (8) hours per day. The workday may be varied for the efficient delivery of public service.
- Will be required to work other than the standard workweek on occasion, including evenings, weekends, and/or holidays.
- Designated as essential personnel.

Requirements
- Bachelor’s degree in public or business administration, engineering, facilities maintenance/management, construction management, or a related field. A master’s degree in a related field is preferred.
- Seven (7) years of management experience that included responsibility for program management, long-range planning, budget preparation and authority, and supervision.
- Extensive knowledge of theories and practices of sound public administration with emphasis in one or more of the following fields: construction management, buildings and grounds management, automotive maintenance, facility energy management, and asset management.
- Proficiency in the use of Microsoft Office software applications, project management information systems, solicitation and contract management solutions, fleet management solution.
- Must be able to understand and comprehend written and verbal instructions.
- Must possess a valid Florida driver's license with a clean driving record.
- Must pass a background screening process.

Work Authorization/Security Clearance
- The employee must successfully pass a background screening process and comply with the City’s Drug-Free Workplace policy.
- The City will also verify the identity and employment authorization of individuals hired so the proper completion of Form I-9 is required, which includes the employee providing documents evidencing identity and employment authorization.
