Under general supervision, plans, directs, and coordinates the work of staff responsible for providing the customer service and operations functions of the Police Department’s Animal Control and Shelter operations; performs administrative duties related to the Shelter and those operations, and performs related duties as assigned.

Plans, prioritizes, assigns, supervises, and reviews the work of the Animal Control staff and the operations of the Animal Shelter
Participates in the selection of Animal Control staff; provides and coordinates staff training; completes performance evaluations for staff works with employees to correct deficiencies; and implements discipline procedures.
Collects, reviews, checks, and processes data for payroll and employee attendance records; checks for accuracy and completeness and conducts audits as needed.
Recommends and assists in the implementation of Animal Control goals and objectives; assists in the development and implementation of plans, priorities, performance standards, and procedures; recommends policies and ensures consistency and compliance of operations; coordinates and participates in strategic planning monitoring, and evaluation.
Assists in budget preparation; oversees and records specific budgetary expenses; and provides analysis of budgetary information.
Receives, reviews, and processes a variety of accounting documents, including invoices, claims, billing, and other materials; reconciles personnel purchasing card statements.
Orders and maintains an adequate supply of microchips and ensures each microchip is correctly registered to each pet owner. Orders and maintains an adequate supply of pet license tags and rabies tags for the animal shelter. Inventory and audits licenses and tags annually.
Makes decisions regarding animal adoptions, redemptions, and euthanasia under the supervision of the Administrative Lieutenant, and independently in the Lieutenant’s absence.
Creates, develops, maintains, and updates specialized and custom forms, databases, logs, files, records, and reports to support work process in area of responsibility; designs, develops, and maintains spreadsheets requiring data interpretation and manipulation.
Projects, orders, stocks and issues supplies and equipment for the Animal Control Shelter.
Graduation from high school or G.E.D equivalent, and
Five (5) years of full-time professional experience enforcing animal control ordinances and regulations.
One (1) year of full-time professional supervisory experience working in an animal shelter or other type of animal care facility.
Note: An equivalent combination of related training and experience may be considered.
Possess and maintain Nevada or “border state” driver license under conditions defined by Nevada Revised Statute 483.035.
Ability to obtain a Nevada Euthanasia Technician License within one (1) year of the date of employment. Must maintain valid licenses and/or certificates throughout incumbency.
Must pass a nationwide fingerprint-based record check, and a wants/warrants check.

Thorough knowledge of the rules, regulations, policies, and operating procedures of the Animal Control Facility; modern office methods, practices, and procedures; budgeting and purchasing procedures; and supervisory practices and procedures; the principles and practices of supervision including managing employees through multiple levels of supervision, effective leadership styles and methods, training, performance evaluation, and discipline.
Ability to coordinate, direct and evaluate the work of subordinates; prepare reports, training materials and manuals; enter and retrieve data to computer systems accurately; schedule, plan, train, and organize; read, understand, explain and interpret policies, procedures, rules, and regulations; understand and follow written and verbal instructions; work independently and organize and prioritize work; analyze issues and make critical decisions under time constraints; communicate effectively verbally and in writing with the public and as a representative for meetings; maintain positive relationships with City departments and outside agencies; establish and maintain effective working relationships with those contacted in the course of work; effectively interact with the public in situations requiring diplomacy and tact; deal constructively with conflict and develop effective resolutions; utilize office computer and related software for written communications.

General Physical Requirements Medium work: Mobility to work in a typical office setting, use standard office equipment and to drive a motor vehicle to respond to field calls for service; strength and stamina to assist in lifting and maneuvering animals weigh up to 150lbs with proper equipment. Must be able to lift a minimum of 20 pounds unassisted.

Working Conditions The worker is subject to working outdoors in extreme weather conditions: Activities occur inside and outside. The worker is subject to noise; There is sufficient noise to cause worker to shout in order to be heard above the ambient noise level. The worker is subject to hazards: Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, exposure to high heat or exposure to chemicals, walking and working on slippery and uneven surfaces. The worker is subject to atmospheric conditions: One or more of the following conditions that affect the respiratory system: Fumes, odors, dusts mists, gases or poor ventilation. The worker may be required to wear a respirator and will be required to remove facial hair.
