General Position Summary
Under general supervision of the Development Manager, this position serves as the technical expert in Emergency Management within the City of Burien. This position is responsible for emergency management and safety functions including updating the City's Comprehensive Emergency Management Plan as well as training City staff. Work is performed with considerable independence and requires sound judgment and decision-making skills.
Essential Functions
- Continues ongoing work developing the various plans, programs, and agreements:
- Hazard Mitigation Plan - to be completed and adopted by Council in 2025
- Emergency Operations Center (EOC) - finalize Interlocal Agreement with KCFD for EOC at local Fire Station
- Highline Amateur Radio Club (HARC) - finalize partnership agreement
- Inclusive Emergency Communications Plan (IECP) - development in progress, to be included in next CEMP update
- EOC Planning documents - development of checklists and manuals
- Evaluates and updates the City's current Comprehensive Emergency Management Plan (CEMP); works with other departments in updating procedures in the CEMP as needed.
- Evaluates and responds to questions and complaints from the public concerning Emergency Management, public works related problems, projects, and issues.
- Leads Burien's Emergency Management planning efforts, including identifying staffing, and training needs.
- Leads drills and exercises to determine the preparedness, response, and recovery of City resources in a coordinated emergency response.
- Manages and oversees Burien's Safety Committee; plans and implements safety-related trainings for City staff.
- Manages FEMA related grants, including application, budgeting, and other grant management duties.
- Research grants and prepares grant applications.
- Responsible for annual Emergency Management Performance Grant (EMPG) process including application, budgeting, and other grant management duties.
- Works with related County, State, and Federal departments regarding emergency management and hazard mitigation efforts.
- Works with staff to analyze and prioritize ongoing short- and long-term risk management and maintenance needs of public works facilities.
Secondary Functions
- Attends meetings with consultants, contractors, developers, the public, City Council, or other agencies as required to provide technical expertise and resolve issues.
- Serves on and participates in various employee or technical committees.
- Special projects and other assignments as assigned.
Education And/or Experience
Substantial course work in emergency management or emergency preparedness and a minimum of three years relevant work experience or a combination of education, training and experience which provides an equivalent background required to perform the work of the position.
Special Requirements
- Ability to speak a secondary language is highly desired but not required.
- Possess, or obtain within 6 months, National Incident Management System (NIMS) Certifications IS 100, 200, 700, 701, 706, and 800 along with ICS 300 and 400
- Successful completion of pre-employment background check.
- Valid Washington State Driver's License with satisfactory driving record.
