GENERAL STATEMENT OF JOB
Under general supervision, performs administrative and technical work in the reappraisal of residential real property for the countywide reappraisal. This will include a major part in the development of the Uniformed Scheduled of Values, Standards and Rules in preparation for each reappraisal of real property required by NCGS 105-286.This individual will assist in implementing administrative changes in our CAMA system valuation models to ensure the overall accuracy of estimated values. Work involves training, coordinating and assisting the appraisal staff during the procedures of the reappraisal. This includes verifying data to ensure the county is following the statutory requirements and submitting the data required of the NC Department of Revenue during the reappraisal process. Employee will review appeals and cases presented before the Board of Equalization and Review, manages the Sales Ratio reports, and quarterly though out the year reports the results to the North Carolina Department of Revenue. This position will also and serve as a backup for the Present Use Value program appraiser. Employee must exercise initiative and independent judgment in ensuring proper application of the reappraisal procedures to individual appraisal cases. Reports directly to the County Assessor.
SPECIFIC DUTIES AND RESPONSIBILITIES
ESSENTIAL JOB FUNCTIONS
Trains, instructs, coordinates, and reviews the reappraisal work of the appraisers; reviews and edits the reappraisal work of appraisers to ensure accuracy, compliance with NCDOR standards and timely completion; Backup for farm properties in the PUV program; assist as needed with less complex commercial and industrial properties and building improvements. Training and reviewing would include but not be limited to, the appeal process and software programs.
Assists the County Assessor in setting the reappraisal production goals to ensuring that the related work is completed accurately and in a timely manner.
Test statistical data to ensure the SOV’s adherence to production schedules, established laws, regulations, policies and procedures, and to support overall accuracy when establishing value.
Assists in maintaining the County Appraisal Field Manual of methods, procedures and instructions for the appraisal staff; assists in the development of the schedules of values for all real property for use in County’s reappraisal program.
Assists in defending values before the Board of Equalization and Review, and the NC Property Tax Commission as needed.
Assists the public with reappraisal questions by providing information on matters concerning appeals and taxation.
ADDITIONAL JOB FUNCTIONS
Performs other related work as required.
MINIMUM TRAINING AND EXPERIENCE
Ability to query and organize data related to sales, construction details and market research for reappraisal purposes.
Ability to interpret large sets of data to identify any data errors in neighborhoods and insight in market trends. High School graduate and/or some College related courses in Business Administration with math skills preferred.
SPECIAL REQUIREMENTS
Certification as a Real Property Appraiser by the North Carolina Department of Revenue, and possess a valid NC Driver’s License. Has worked through a complete reappraisal process with the County and has good understanding of the North Carolina Department of Revenue’s statutory requirements.
