BASIC FUNCTIONS:
Under the supervision of the Committee Staff Director, the Assistant Consultant will research, analyze and negotiate legislation, prepare written policy analyses and brief staff and Senators on the issues, organize Committee hearings, become a subject matter expert and advise the Chair and committee members in areas under the purview of the committee, provide technical support and guidance on bills authored by the Chair within the committee jurisdiction, and meet with constituents, legislative advocates, administration staff and other legislative staff members.
DUTIES:
The Assistant Consultant will draft Committee and Floor analyses, negotiate legislation, develop expertise in relevant policy areas and present policy rationale to the Chair and other committee members, organize oversight and informational hearings, staff assigned bills through the legislative process, prepare memos and briefing materials on bills before the Committee and prepare speeches and talking points on relevant issues for the Chair.
DESIRABLE SKILLS AND KNOWLEDGE:
Candidates must have the ability to independently manage a substantial workload under strict deadlines (requiring working nights and weekends as necessary); analyze complex legislative proposals and succinctly communicate the policy implications, both orally and in writing; demonstrate initiative and creativity in developing and negotiating amendments to improve policy and clarify the intent of legislative proposals; develop strong programmatic expertise in relevant policy areas; be a team player; exhibit maturity, quick and positive judgment, fairness, and professionalism.
ABILITY TO:
Perform policy–influencing functions effectively; communicate clearly and concisely, orally and in writing; work collaboratively with other committee staff and the committee Chair’s staff and leadership staff; establish and maintain a cooperative and effective working relationship with legislative staff; dress and engage professionally and produce quality and reliable nonpartisan analyses; and develop contacts both within and outside of the Legislature.

EDUCATION AND QUALIFICATIONS:
Bachelor’s degree required. At least two (2) years relevant experience is required. Legislative experience preferred. An understanding of transportation policy is desirable. Please include verification of your degree with your completed application.

LOCATION, SALARY AND FILING DATE:
This position is person and the office is located in the State Capitol in Sacramento, CA.
Final salary will be commensurate with experience and education.
Seniority and significant experience are required to reach the higher end of the salary range.
