As an Emergency Management Specialist for planning, you will support planning projects through the development, maintenance, or revision of emergency management, hazard mitigation, emergency operations, and/or resiliency plans. This is accomplished through coordination with internal and external partners, team leadership, project management, and organization skills.
About This Role: This is an emergency management position responsible for:
- Routine coordination, collaboration, and facilitation of planning processes and meetings with a variety of emergency management partners from concept development through plan implementation.
- Development of all-hazard planning annexes, procedures, checklists, job aids, and operational plans for preparedness, response, recovery, and mitigation activities of the Emergency Management program.
- Conducting research to prepare, develop, and maintain emergency management plans and procedures.
- Aligning and integrating planning projects with other county plans, policies, procedures, governmental policies, and complex planning principles.
- Supporting the development of training and exercises related to assigned planning projects.
During activations, the incumbent will be expected to support the Planning and Situational Awareness Functions in the County’s Multi-Agency Coordination Center (Emergency Operations Center).
Minimum Requirements:- High school diploma or G.E.D. and 2 years experience preparing for, responding to, or recovering from a natural, technological, or human-caused disaster at a local or state emergency management agency.
Preferences:- Bachelor’s degree from an accredited college or university in emergency management, public administration, public policy, or a closely related field.
- At least three years of experience (paid, volunteer, or intern) preparing for, responding to, or recovering from a natural, technological, or human-caused disaster at a local or state emergency management agency.
- Demonstrated experience in the development of all-hazards operations plans. This includes project scoping, developing timelines and milestones, facilitating planning meetings with multiple stakeholders, and writing documents for local, state, or federal planning processes.
- Strong oral and written communication skills.
- Demonstrated experience preparing clear, concise, and comprehensive reports, studies and plans that translate complex data-driven concepts and hazard risk messaging to a wide range of stakeholders.
- Ability to maintain active listening in emergencies and other fast-paced environments to understand stakeholder needs and translate incident information to written planning section documentation.
- Work history of disaster activation or multiple full-scale emergency management exercises supporting the Planning Section or Situation Unit in a state or local government emergency operations environment

Fire & Rescue Requirement: Effective October 2012, mandated by the Virginia State Board of Health 12VAC5-31-540, VA EMS Regulations require a criminal background check conducted by the Central Crime Records Exchange and the National Crime Information Center via Virginia State Police; and a driving record transcript from the individual’s state Department of Motor Vehicles.
Must be able to periodically lift 50 pounds without assistance.
Work Schedule:Incumbent will generally work Monday – Friday during normal business hours, with the periodic need to work night or weekend hours in support community planning efforts, outreach presentations, or events and incidents. The nature of the position affords some flexibility for flexible scheduling and occasional telework during non-emergency conditions. In the event of an emergency activation or planned event that requires staffing of an assigned Multi-Agency Coordination Center role, work will be on 12-hour shifts, potentially overnight, and for up to 14 days until incident conditions allow for reduction in staffing levels.
Hiring Salary Range: $31.22 – $36.98 / hour
