Job Description
This is highly responsible supervisory work coordinating the daily activities of the City’s Animal Control Officers and Animal Services employees.
An employee assigned to this classification is responsible for taking initiative; improving morale; assisting and educating citizens, staff and volunteers about Federal and State laws in addition to City ordinances and departmental procedures relating to animal care and control; generating ideas for continuous process improvement, working collaboratively with internal and external partners; leading, scheduling and training the diverse staff assigned and maintaining vehicles, the kennel, and grounds.
Work is performed under the direction of the Animal Services Manager and is reviewed through conferences, reports and observation of results obtained.
Essential Duties
Determines work procedures and schedules in conjunction with the Animal Services Manager; issues instructions and assigns duties; reviews work; approves leave requests and ensures staff coverage as needed; recommends personnel actions; and conducts performance evaluations.
Advocates building organizational culture through aligning decisions with core values including integrity, honesty, respect, diversity, innovation, accountability, and communication; leads a diverse Animal Control Officer staff offering guidance, training, and support in an accountable, approachable, and professional manner.
Performs field training; provides first level review for dealing with difficult situations and citizens, and reviews reports and required documentation.
Evaluates staff performance in the field to ensure adherence to animal laws, department, and City policies; supervises, participates, and reviews case files and investigations; provides expertise to Animal Control Officers during investigations.
Assists in the planning and implementation of new or revised animal ordinances, procedures, and policies; participates in the development of policies and procedures; monitors work activities to ensure compliance with established policies and procedures; makes recommendations for changes and improvements to training, existing standards, and procedures.
Represents the Local Rabies Control Authority to enforce State rabies control laws and City ordinances. Investigates potential rabies exposures, gathers victim and owner information, captures animals for quarantine, and advises on State and local rabies control laws.
Investigates animal complaints and violations; ensures action is taken to comply with ordinances; Responds to complaints concerning animal problems or violations of animal control ordinance; including, but not limited to, animals running at large, bites, and injuries; produces professional, accurate, quality reports.
Oversees departmentally specific functions such as adoption, euthanasia, vet care determinations, animal bites, animal abandonment, animal cruelty complaints and enforces animal control ordinances.
Reviews shelter practices and procedures to ensure efficient and economical use of resources.
Maintains files, records and statistics that include but are not limited to: animal population, adoption, euthanasia, spay and neuter, field services metrics, incident and personnel data.
Values lifelong learning to remain current on professional trends and takes a personal interest in the professionalism and career development of staff.
Takes control of tense situations with distraught or angry customers and responds to citizen inquiries or complaints. Assists in coordinating training courses to ensure Animal Control Officers are in compliance with continuing education requirements.
Proactively issues citations and warnings after compiling investigation reports; prepares cases for court; executes warrants; and serves various criminal or civil notices or papers related to the enforcement of Federal, State, and local laws related to animal control.
Responsible for humane euthanasia of designated animals in accordance with department procedure, applicable laws and regulations and best practices; performs the preparation and submission of animals for rabies testing when necessary.
Completes administrative duties by assisting citizens with paperwork necessary to complete transactions for adoptions, redemptions, or impoundment. Enters data necessary for tracking complaints, animals, etc. into a computer database. Assists with off-site events such as adoption fairs. Provides adoption counseling to prospective adopters. Responds to phone calls and walk-in customers in a high-volume environment. Maintains records in compliance with State law and City policy.
Educates citizens on the safety and benefits of domestic animals by giving presentations on animal safety and care, speaking with citizens in the field, and participating in City-sponsored educational videos. Work may require providing advice or assistance to others outside direct reporting relationships on specific problems or general policies. Contacts may require the consideration of different points of view to reach an agreement. Elements of persuasion may be necessary to gain cooperation and acceptance of ideas.
Operates City Animal Services vehicles during both the day and night safely and obeys Federal, state, and local laws during the performance of duties.
Performs departmental-specific functions by maintaining proper sanitation according to department standards by cleaning and/or sanitizing animal cages, walls, windows, and flooring. Shows adoptable animals for potential adoptions. Observes animals and reports any signs of illness, distress, or safety issues. Ensures all animals have adequate food and water by replenishing supplies. Ensures all animals are properly identified. Keeps outside exercise areas free of solid waste. Operates washing machines and dryers to clean laundry.
Works an assigned shift using own judgment in deciding course of action being expected to handle difficult and emergency situations without assistance as well as responding to after hour emergency calls. Work requires analysis and judgement in accomplishing diversified duties and requires the exercise of independent thinking within the limits of policies, procedures, and precedents.
Attendance is an essential function of this position. The City reserves the right to require an employee in this position to work overtime. This position provides services or performs duties for the benefit of citizens during emergency situations. These may include services or duties different from those performed in the usual course and scope of the position. Maintains availability by radio or telephone for consultation on major emergencies or precedent.
Operates a two-way radio to maintain contact with other employees, Police, Fire, and Bell County Communications personnel to coordinate investigation activities, provide mutual assistance during emergency situations, and provide general information about department activities.
Responsible for preparation of various memos, letters and reports that require the information from secured databases, or intelligence of a sensitive nature.
Performs the duties listed, as well as those assigned, with professionalism and a sense of urgency.
Builds strong working relationships with department staff, County departments, animal welfare partners and other local and state partners.
Interprets department policies to personnel and the public.
Exudes a positive customer service focus.
Required Minimum Qualifications
REQUIRED MINIMUM QUALIFICATIONS
- A two-year college degree, preferred; and,
- Two (2) years of related experience in the handling and care of animals, security, law enforcement, code enforcement, or military law/code enforcement,
- At least six (6) months performing animal control officer duties and/or supervisory experience,
- Have passed the Texas Department of State Health Services Basic Animal Control Officer test, preferred;
- Have passed the Texas Department of State Health Services Euthanasia training course and maintained this certification, preferred; or
- Any equivalent of education and experience.
Special Requirements
- Must have a valid driver’s license by date of hire.
- Must obtain and maintain a Texas Driver’s License within ninety (90) days of hire.
- Must be available on weekends, holidays, and after hours to assist and give direction on animal-related issues to Animal Control Officers.
- Must have completed a Field Training Officer course or have the ability to complete the course within six (6) months of hire.
- Must have completed an Advanced Animal Control Officer course or have the ability to complete the course within six (6) months of hire.
