PAY AND BENEFITS
Annual Pay Range: $79,493.86 - $100,646.63
Hourly Pay Range: $38.218203 - $48.387801
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS
The Department of Finance is seeking a detail-oriented, analytical Senior Grants Accountant to play a crucial role in managing the financial oversight of complex grants and ensuring compliance with federal, state, and local regulations. Your expertise will be a vital resource for internal finance staff and various county departments, providing expert guidance on grants management, compliance, and financial reporting. As a key player in upholding financial integrity, you will assist in auditing processes and collaborate closely with the Grant Manager to maximize grant utilization and effectiveness.
Serving as the technical resource for the grants management team, you will share your expertise in compliance standards with colleagues, oversee intricate grant budgets, manage accounting functions, and ensure each grant's financial health. As the primary architect of compliance reporting, you will prepare detailed financial statements, including the SEFA and reports for Single Audits. Your commitment to accuracy and clarity will allow other departments to focus on their missions confidently, knowing they have your financial expertise. Your role also extends into audit preparation, where you will review records and internal controls, identify improvements, and foster a culture of accountability throughout the county.
Working closely with the Grant Manager, you will bring the county's financial goals to life, ensuring each dollar is used to its fullest potential, and each project stays on course. Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of five (5) years of relevant experience with financial analysis, advanced level professional accounting/auditing or financial grants management experience in a professional setting.
• Any combination of relevant education and/or training in a relevant discipline that would likely provide the required knowledge and skills, may substitute for up to one (1) year of the required years of experience.
• Experience ensuring compliance with contracts and/or grant requirements.
• Thorough knowledge of Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board (GASB)
• Effective oral and written communication skills
Preferred Special Qualifications/ Transferrable Skills:*
• Possession of an Oregon Certified Public Accountant (CPA) certificate, Certified Management Accountant (CMA), Grants Management certification, or other similar certifications
• Experience independently performing or leading fiscal compliance monitoring or single audits
• Experience auditing, analyzing and evaluating financial records, internal controls, policies and procedures
• Thorough knowledge of 2 CFR 200; federal and state grants rules, regulations processes as demonstrated through professional work experience
• Experience with FFATA reporting
• Experience reviewing subrecipient grant agreements

TYPICAL TASKS
Duties may include but are not limited to the following:
Functions as a technical resource to other fiscal staff by providing expertise and guidance in a particular financial or accounting subject; as assigned, provides lead direction to the work of others in office support or accounting classifications; schedules, coordinates, assigns, reviews, and oversees the completion of a variety of work; may assist in performance evaluations.
Performs highly complex accounting, auditing, grants management, contract fiscal oversight, general ledger functions, and budgeting duties that may fall outside the concepts covered by regularly available written procedures, management and financial policies, standards, and Federal and State laws or regulations.
Prepares extensive reports, exhibits, and other supporting documents that detail a program's financial position and fiscal soundness, compliance with appropriate laws, grant/funding requirements, and regulations; recommends solutions to senior managers and external organizations regarding unusual or questionable financial accounting and reporting.
Reviews and interprets current, new, proposed, or revised laws, regulations, policies, and procedures to determine their financial impact on the assigned operating area, work functions, programs, and/or grants; coordinates and makes adjustments to fiscal systems.
Independently prepares, monitors, and audits financial plans for assigned programs and makes recommendations to senior managers; investigates, researches, and audits program activities to ensure compliance with laws and regulations and ethics of transactions and operations; reviews for financial treatment financial solvency; reviews balance sheets, cost and rate analyses, operating income and expenses, and prepares grant/funding reports and documentation as part of regular duties.
Analyzes and audits/reviews a full range of fiscal records, systems, policies, and procedures and recommends modifications to existing records, reports, systems, policies, and procedures; represents the county in audit resolution.
Other duties as assigned.
WORK SCHEDULE
This position is included in the county's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
