Annual Pay Range: $97,870.72- $132,125.30
Hourly Pay Range: $47.053231 - $63.521781
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

Clackamas County's Health, Housing and Human Services (H3S) Department serves individuals, families, and communities by providing access to high quality healthcare, housing, and services that strengthen social and economic resilience. With a budget of over $500 million and 800 FTE, H3S is Clackamas County's largest provider of safety net services. The department Director's Office supports the department's six divisions, each of which are dedicated to unique but interconnected services that ensure healthy families and strong communities: Behavioral Health; Children, Family & Community Connections; Health Centers; Public Health; Social Services; and Housing & Community Development.
POSITION OVERVIEW
The Administrative Services Manager, Senior (ASM, Sr.) will work with the Director and Deputy Directors to plan, organize, and direct the central administrative functions for the department and serve as an executive management liaison to division leadership and other County departments, including the internal service departments. The ASM, Sr. will have department-wide oversight over a diverse range of administrative functions, including budget and finance, procurement and contracts, labor relations, and policy development. The ASM, Sr. will also be responsible for initiating, planning, executing, monitoring, and ensuring the successful completion of special projects and initiatives to ensure that the department operates efficiently and in alignment with its mission and objectives.
The ASM, Sr. will supervise administrative and professional staff within the H3S Director's Office and will work with all division directors on administrative aspects of program planning, policy development, and intergovernmental activities. As a key member of the Director's Office leadership team, the ASM, Sr. reports to the Director of H3S or their designee and will have full responsibility as designee should the Director and Deputy Directors be absent.

The ideal candidate for the Administrative Services Manager, Senior position will be an experienced, results-driven leader with a strong background in administrative functions, financial management, accounting, project oversight, and performance improvement. Key qualifications include: operational leadership, project management, system and process development, and performance improvement. This role plays a critical part in advancing the department's goals of increased efficiency, effectiveness, and quality in all areas of service provision.
The ideal candidate for the Administrative Services Manager, Senior position will be an experienced, results-driven leader with a strong background in administrative functions, financial management, project oversight, and performance improvement. Key qualifications include:
• Leadership & Adaptability: Proven experience in managing teams, providing strategic direction, and leading organizational change within a public sector or complex environment. Ability to deal with ambiguity, learn quickly, identify key issues, make recommendations, and support decisive decision making.
• Operational Expertise: Strong skills in budgeting, accounting, finance, procurement, contract management, human resources, and project management, with the ability to oversee multiple administrative functions and ensure compliance with regulations.
• Communication & Collaboration: Excellent interpersonal and verbal and written communication skills for working with division leaders, external stakeholders, and the public.
• Staff Development: Experience in supervising, mentoring, and developing administrative and professional staff to achieve departmental goals.
• Regulatory Knowledge: Deep understanding of applicable federal, state, and local regulations impacting public services and human services
Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of eight (8) years of experience in a related field that would provide the required knowledge and skills to perform the duties of the role
• At least five (5) years of experience with budget development, implementation, administration and management, along with governmental fiscal management and accounting
• Experience with procurement, contract development and contracts management
• Operational and administrative experience, including developing and implementing program policies, operational procedures, strategies and/or methods
• Experience leading cross-functional teams and managing projects
• Experience applying principles, methods and techniques of public and/ or business administration, organizational development, and personnel management
• Experience with the development of compliance monitoring programs for both internal and subcontracted services and working with a county auditor or similar
• Experience planning and organizing resources to achieve program goals, quality improvement, productivity and effectiveness
• Demonstrated commitment and experience advancing equity and diversity in a workplace or community setting

WORK SCHEDULE
This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
This position may be eligible for hybrid on-site/telework subject to the https://dochub.clackamas.us/documents/drupal/9065b5fb-2237-47ce-9534-e7c8c40fc2bc and based on the Department's business needs, after successful completion of onboarding and training. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
