Job Summary
Performs moderately complex management or oversight activates for daily operations of an operating unit or functionalprogram. Job Description
The Manger - Building Inspection manages, oversees, and directs the construction inspection activities ensuring accuracy, accountability, efficiency, and code compliance; develops plans and directives, manages quality and accuracy in reporting, and ensures excellent inspection, code enforcement, and customer service.
Essential Functions
1 Manages, oversees, and monitors all construction inspection operations and activities; delegates authority and responsibility for assigned tasks to subordinates; identifies needed areas of change or development and institutes changes to improve operations; plans, implements, coordinates, monitors compliance, and evaluates policies and procedures; provides code interpretation and application direction; facilitates meetings with construction contractors to review plans, resolve issues, and confirm permitting and necessary documentation.
2 Establishes short-, mid- and long-term goals and objectives; develops and/or approves schedules, priorities, and standards for achieving goals; ensures accountability and transparency within inspection and code enforcement matters; handles complaints and concerns.
3 Assists in the development, preparation, management, and implementation of the inspection procedures, policies, and standards; provides sound recommendations, and handles various requests from City Council, City Manager's Office, and other management; communicates and assists citizens and other individuals with questions, concerns, or other related queries; manages inspectors, provides direction for complex issues, and ensures accurate payroll.
4 Performs, directs, and participates in code compliance and enforcement activities and projects as assigned; oversees the code compliance documents and operating budget; performs audits of inspections and complies with other Auditor's requests when needed.
5 Provides training and ensures all inspection personnel are properly certified and up to date on all current trends an developments in construction trades and related regulations.
6 Serves as the acting official departmental representative to other City departments, City Manager's Office, elected officials, and outside agencies; explains, justifies, and defends department activities, policies, and reporting; negotiates and resolves sensitive, significant, and controversial issues, code compliance issues, and financial discrepancies.
7 Attends City Council and legislative hearings and takes necessary action regarding decisions or inquiries made at such hearings.
8 Performs any and all other work as needed or assigned.
Knowledge And Skills
1 Knowledge of all construction and building trades and inspection procedures.
2 Knowledge of code compliance and enforcement; building codes and regulatory agencies.
3 Ability to conduct thorough inspections.
4 Ability to establish a good rapport and working relationship with federal, state, and local agencies, other city departments, and the general public.
5 Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of established goals.
6 Ability to provide direction for various construction inspections and related issues.
7 Ability to provide administrative and professional supervision, leadership, and direction to subordinate staff
8 Ability to determine work procedures that expedite workflow, improve efficiency, and increase operational effectiveness.
9 Communicating effectively orally and in writing.
10 Establishing and maintaining effectively working relationships.
Education
MINIMUM QUALIFICATIONS
- Bachelor's degree in a construction management, architecture, civil engineering or urban planning field.
Experience
- Four (4) years of experience as a building/municipal development plans examiner/inspector or construction superintendent, architect, urban planner, OR four (4) years of experience in municipal development code administration
AND
- Two (2) years of supervisory/management experience. (This experience may be included in the required experience listed above)
Equivalencies
- High school diploma/GED plus eight (8) years of the required experience, including two (2) years of supervisory/management responsibilities, will meet the education and experience requirements.
- Associate's degree in any field OR a bachelor's degree or higher in any field other than the specified fields plus six (6) years of the required experience, including two (2) years of supervisory/management responsibilities, will meet the education and experience requirements.
- Master's degree in a construction management, architecture, civil engineering or urban planning field plus two (2) years of the required experience, including two (2) years of supervisory/management responsibilities, will meet the education and experience requirements.
- Texas Licensed Architect including two (2) years of experience with supervisory/management responsibilities will qualify.
- Texas Board of Professional Engineers registration as Professional Engineer including two (2) years of experience with supervisory/management responsibilities will qualify.
License
- Valid driver's license with a good driving record.
Salary Range
$70,080.75 - $87,600.94
