PAY AND BENEFITS
Annual Pay Range: $137,713.77 - $185,913.84
Hourly Pay Range: $66.208541 - $89.381655
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS
The Department of Finance seeks an experienced and dynamic leader to serve as the Deputy Director. As part of the Department's leadership team, this role oversees critical financial functions, including grants, financial reporting, accounts payable and receivable, payroll, and financial systems support. Reporting directly to the Finance Director, the Deputy Director plays a pivotal role in managing countywide finance operations, audit coordination, and financial reporting activities.
The Deputy Director will plan, organize, and direct the administrative and program operations of assigned divisions, ensuring alignment of resources and priorities to meet departmental goals. This role involves creating and implementing policies, procedures, and internal controls while analyzing and recommending changes based on statutes, regulations, and operational needs. The Deputy Director will manage high-impact projects, the successful execution of which will significantly influence the Department's operations and the community we serve. Collaborating with internal and external stakeholders, and reporting progress to the Finance Director and other relevant parties, is a key aspect of this position. Representing the Department in public and private interactions, including presentations and community engagement, is also a crucial part of this role. The Deputy Director will also hire, train, evaluate, and supervise staff, fostering a collaborative and inclusive work environment. Overseeing financial reporting, audit coordination, and compliance with standards such as GAAP and GASB is central to this role.

Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of eight (8) years of progressive financial management experience in a government or public-sector environment that would provide the required knowledge and skills to perform the duties of the role
• At least two (2) years of the experience must have been in a leadership or program management role with supervisory responsibilities
• Thorough knowledge of Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board (GASB)
• Comprehensive knowledge of the principles and practices of public administration, including organizational development, personnel management, and contract management
• Strong verbal and written communication skills in a leadership role, including the ability to convey complex information to various audiences
Preferred Special Qualifications/ Transferrable Skills:*
• Possession of an Oregon Certified Public Accountant (CPA) certificate, Certified Management Accountant (CMA), Grants Management certification, or other similar certifications
• Master's degree in Accounting, Finance, Business Administration, or a related field
• Experience working in a unionized environment, including an understanding of labor relations and personnel issues
• Experience auditing, analyzing, and evaluating financial records, internal controls, policies, and procedures
• Experience working with elected officials/boards
• Thorough knowledge of 2 CFR 200; federal and state grants rules, regulations processes as demonstrated through professional work experience

TYPICAL TASKS
Duties may include but are not limited to the following:
Plans, organizes, and oversees assigned divisions of the Department; determines priorities and schedules projects; identifies and resolves issues promptly; coordinates utilization of department resources among divisions to accomplish established goals and priorities; establishes productive and positive working relationships with other internal services departments and County department customers, conducts research studies and prepares reports as needed.
Assists in developing and implementing department or division policies; prepares and revises procedures, rules, and manuals; analyzes state or local statutes and codes that may affect divisions' activities; reviews divisions' operations for compliance with laws, rules, and regulations.
Manages projects as assigned by the Director, including interacting with other departments, managing contractors, identifying and resolving problems in a timely manner, setting and achieving project objectives, and regular reporting.
Represents the Department to public and private agencies and groups; makes technical presentations before commissions, boards, and the public; participates in task forces to coordinate intergovernmental programs; promotes department activities with the public; responds to inquiries and complaints.
Hires and directs supervisory, professional, technical, and clerical staff; prepares performance evaluations; recommends and administers progressive discipline; conducts and/or facilitates staff training and development programs; promotes cooperative team efforts among staff and with other County departments; provides consultation and direction to divisions on personnel issues such as discipline, grievances, staffing, and recruitment problems.
WORK SCHEDULE
This position is included in the county's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington.
