Essential Job Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES: Note: All City of Fayetteville supervisory positions require employees to demonstrate leadership competencies by exhibiting appropriate role modeling,and setting proper examples. In addition, all City of Fayetteville positions require the employee to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive. Other essential duties of this position include the following:

1. Perform supervisory responsibilities which may include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems. Carry out supervisory responsibilities in accordance with the City’s policies and applicable laws.

2. Prepare and administer the division’s annual operating budget.

3. Coordinate with other city departments, agencies, and stakeholders to ensure that projects and programs managed by the division are in alignment with city goals.

4. Prepare reports and provide engineering staff support for the City Council, Transportation Committee, Planning Commission, and other elected and appointed committees.

5. Provide engineering services to support all city divisions upon request.

6. Responsible for in-house engineering services consisting of surveying, drafting, design, bidding and construction management of CIP projects.

7. Provide consultant management for design of large capital projects, including contract negotiation, contract approval through city processes, review and oversight of consultant designs, and payment processing.

8. Manage capital improvement and bond programs, including budgeting, programming,and scheduling projects.

9. Provide construction management oversight for capital project construction

10. Enforce and interpret grading and storm water ordinances, street standards, and ordinances related to public water, sewer, drainage and sidewalk construction. Develop or modify ordinances to meet goals and policies set forth by the Mayor and City Council.

11. Serve as water and sewer impact fee administrator.

12. Supervise the city multi-use trail program including design and construction inspection.

13. Support the development of yearly sidewalk and paving plans in collaboration with the Transportation Division.

14. Supervise the right-of-way acquisition program which records and acquires all property, easement and right-of-way for CIP projects and others as necessary.

15. Perform other duties as assigned.

Minimum Qualifications

1. Bachelor’s degree in Engineering from an accredited college or university and seven years of related experience with a minimum of five years of management experience.

2. Valid driver’s license.

3. Must currently possess registration as a Professional Engineer (PE). Must possess registration in the State of Arkansas as a Professional Engineer (PE) within six months of date of hire.

4. Must successfully pass criminal background check, including but not limited to convictions, guilty pleas, or no contest pleas to violent offenses, theft offenses and any offense under A.C.A. § 21-15-103.

5. Effectively communicate with others orally and in writing.

6. Ability to comprehend and apply principles of advanced calculus, modern algebra, and advanced statistical theory.

7. Must be proficient in the use of a computer and other related software programs. Must be able to effectively operate standard office equipment.

8. While performing the functions of this job, the employee is regularly required to talk and hear. The employee regularly is required to stand, walk, and sit; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 10 pounds. Specific vision abilities required by this job include depth perception.

9. While performing the functions of this job, the employee is occasionally exposed to moving mechanical parts; fumes or airborne particles; and outside weather conditions.
