SUMMARY

Under the general direction of the Police Chief, acts as Commander of police activities and operations. Assists the Police Chief in the management and planning for police/law enforcement functions.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Assist the Police Chief in all administrative matters necessary and reports information regarding all relevant matters to the Police Chief. May act as the Police Chief in their absence.

Serves as Commander of police operations and assigned divisions and is responsible for providing direction, leadership and maintenance of discipline and enforcement of rules/regulations addressing all assigned personnel.

Assists in setting department goals and objectives, policies, procedures and guidelines. May issue guidelines applicable to assigned areas, personnel and operations.

Daily reviews of activities and operations of the department and monitors quality of services, and product delivery. Prepares procedures to identify the police function in improving the quality of life in the community.

Conducts planning and research for departmental budget process and reviews/conducts studies and research for technology, law enforcement trends, safety and other areas and programs.

Maintains a good working relationship and rapport with other law enforcement entities.

Represents the department at official functions and serves as police liaison on public and civic boards engaged in planning and developing programs.

Provides technical assistance to personnel of the Department and prepares administrative correspondence.

May perform other assignments and handle special projects as required.

Regular attendance is required.

SUPERVISORY RESPONSIBILITIES

Manages subordinate supervisors who direct the daily operations within their respective divisions. Is responsible for the overall direction, coordination, and evaluation of these divisions. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE

Bachelor’s degree in criminal justice or related field. A minimum of seven years of progressive police administrative experience, a minimum of three years in a management position supported by four years of mid-management work, or equivalent combination of education and experience.

LANGUAGE SKILLS

Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conforms to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Ability to draw and interpret bar graphs. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions and deal with several abstract and concrete variables.

CERTIFICATES, LICENSES, REGISTRATIONS

Must possess a valid Texas Driver's License. Must have Master Peace Officer's certification.

SPECIALIZED KSA’S

Advanced knowledge of the principles, practices and methods of law enforcement administration, community policing, and operations. Demonstrated skills in effective communication, coordination and leadership. Demonstrated ability to prepare, read and interpret laws and policies governing police work, emergency management services and effective handling of administrative tasks. Demonstrated ability to perform the duties of a peace officer for the City. Must have keyboarding/typing skills.
