Job Responsibilities

Responsible for duties as Letting Coordinator, makes certain that rights-of-way acquired by easement, title to real estate, and condemnation are accomplished in accordance with policy and that the department's rights and title in the real estate are clear. Verifies rights-of-way for the general public, and researches petition for road closures by court order. Prepares appropriate correspondences, instruments and assist other right of way agents with complex issues and as required. Provides field agents with instructions and guidance on documentation to be turned in when relied upon. Prepares and reviews records, forms, worksheets, and reports for right of way acquisition, relocation assistance, sale, and rental of surplus properties and quality control. Handles basic and complex acquisition quality control, quality assurance issues. Serves as liaison between agency and general public on issues relating to acquisitions or disposals. Assists as needed at public information meetings and hearings. Performs detailed reviews of all documents prior to recordation. Provides investigative research when requested to determine agency ownership of right of way and forwards information to requestor (internal and external customers). Processes all FOIA requests within legally mandated timeframes. Provides assistance and training as needed to lower level right of way agents.

Meets with property owners, tenants, businesses owners, etc. to review highway projects and explain the acquisition process. Performs records research to determine parcel ownership. Attends field reviews, project scoping meetings, public hearings and meetings, and other meetings as necessary. Prepares and reviews deeds, leases, worksheets, and other instruments of conveyance for acquisitions and sale of surplus properties.

Performs quality control review of all right of way documentation for further processing and payment, recordation, and execution. Performs and reviews records research in response to requests from internal units, landowners, and the general public. Prepares and reviews responses to all FOIA requests received form the legal office.

Provides guidance and training to and work product review for lower level right of way agents. Prepares written and/or verbal correspondence and reports in response to inquiries from supervisors, landowners, internal units, and he general public. Coordinates with internal units concerning project schedules and timelines. Performs other related duties as assigned.

Minimum And Additional Requirements

A bachelor's degree and one (1) year of right-of-way acquisition or real estate appraisal experience; or an approved acceptable equivalence. A valid motor vehicle license is required.

The physical demands for the essential functions involves sitting or standing at a desk for extended periods of time. May require bending, stooping, reaching, twisting climbing, balancing, and kneeling. May be required to lift up to 55lbs.
