Chesterfield Fire and EMS is seeking an Emergency Management Planner that is willing to work in one of the most progressive and professional Fire and EMS departments in Virginia. We are seeking an individual that has the enthusiasm, fit, and ability to assist the Emergency Management Division in growing the county’s emergency management program.

The qualified individual will work on a team of professionals that works in coordination with all levels of government and the residents of Chesterfield to ensure our community is well prepared for various emergency events. As the Emergency Management Planner, this is what you will do:

Facilitate and coordinate the development, review, and modification of County emergency plans.
Conduct research of all federal, state, and local regulations, policies, guidance, and best practices to ensure comprehensive planning efforts.
Review and assist internal and external customer requests from incoming email, telephone and in person.
Assist EM Coordinator and Deputy Coordinator as requested with Emergency Management related activities.
Leveraging various technological solutions to build efficiencies in the emergency management program.
Manage all aspects associated with the division’s Community Emergency Response Team (CERT) program. This includes scheduling all training and instructors, obtaining course materials, submitting activity reports and all logistical needs for the program, communicate with those interested in the training and all CERT members who have completed the training. Attend events to promote and inform others about CERT. Coordinate, schedule, and manage volunteers for events as requested during and outside of normal business hours.
Participates in the division's whole community outreach program and social media management. This includes instructing preparedness classes during and outside of normal business hours and creating materials as requested.
Participation on local, regional, state, and national committees and workgroups.
Assist in maintaining the EOC's state of readiness including the Amateur radio resources.
Function as the Team Leader for the EOC Response Team, to include staffing during activations and recruitment of new team members.
Assist EOC manager as needed during activations.
Perform other work as required.
Here’s What You Need to apply:
- Bachelor’s degree in Emergency Management, Public Administration, or other related degree and;
- One year experience providing administrative, analytical, and operational support in emergency management, public safety or;
- One year volunteer program management experience or;
- An equivalent combination of education and experience
- Proficiency in Microsoft programs including Word, Outlook, Excel, Access, Sharepoint, and Teams
- Completion of NIMS Independent Study Courses: IS-100, 200, 700, 800
- Completion of FEMA IS-317, Introduction to CERT
- Must be able to recognize and understand areas of interconnectivity across different stakeholder groups to effectively develop plans.
- Basic knowledge of federal and state laws applicable to Emergency Management.
- Experience in making informed decisions using context and awareness of situations, environments, data, and logical reasoning.
- Strong ability to build rapport and collaborate effectively with diverse teams and individuals.
- Demonstrated experience in resolving conflicts and fostering a positive work environment.
- Ability to develop relationships and resources to enhance capabilities.

- Ability to work outside of normal business hours, on weekends, and holidays for outreach events, special events, and emergency events.
- Ability to sit or stand for extended periods of time as well as lift and move items up to 25 lbs.
- Current valid driver’s license and good driving record required. Based on the Virginia DMV point system, record must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months OR a Department of Motor Vehicles DMV driving record point balance less than negative one. Out of state driving records must be obtained by applicant and presented at time of interview. Records must reflect at least three years of history and be dated within thirty days of interview date.

This position is a part of an approved Career Development Plan (CDP) and offers career progression opportunities and salary incentives, as funding permits, based on performance, qualifications, and experience.

This is a fast paced, dynamic atmosphere where the term “boring” does not exist. This position manages multiple projects at one time, and the ideal candidate needs to be comfortable with reprioritizing tasks to meet the needs of the division, department, and county. This position regularly interfaces with all levels of government, as well as residents, and community partners and must communicate with those groups in ways that resonate with their communication style and level of emergency management knowledge. Creativity, flexibility, and critical thinking are essential daily tasks.

Monday – Friday; 8:30 a.m. - 5:00 p.m.; includes evenings, weekends, and holidays; hours outside normal county business hours required as necessary for public outreach, resource coordination, and during emergency situations/disasters. This position qualifies for contingent remote work.
