The Minnesota Department of Corrections (DOC) – Finance Office is hiring! This is a great opportunity to be part of a great team working to keep our communities safe and help people in our care be able to make better choices and acquire skills to succeed when they return home.
This position exists to provide managerial oversight of the Department of Correction’s (DOC) Grants and Subsidies Unit (GAS Unit) including leadership, strategic planning, developing, and implementing policies, administration, and supervision. The person in this position negotiates, approves, and monitors policy development and budget development for all incoming and outgoing DOC grants. The incumbent acts as the primary liaison to other DOC leaders regarding grants administration and external state agency partners regarding new requirements or policy development. The person in this position directs the grants unit and ensures that the entire grants process meets legislative and policy requirements. The person in this position monitors and authorizes grants payments and provides technical assistance and direction across DOC and on a statewide basis for the purpose of creating a system of comprehensive DOC services. This position exercises discretion on a regular basis and is accountable for developing policies and processes for the administration of all DOC grants and subsidies in a manner that is compliant with legal requirements.
To promote a culture of flexibility, the DOC offers staff a hybrid work environment that varies by team, position, and business needs. This position will work in-office at least two days per week and for occasional in-person meetings. Completion of a telework agreement will be required. Teleworking employees are required to live in Minnesota or a bordering state in a county along the Minnesota state line.

Minimum Qualifications
To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. Ensure that your resume contains descriptions of your work experiences sufficient for comparison against the requirements stated below and indicate the beginning and ending month and year for each job held.
- Four (4) years of experience with grant and/or contract administration and compliance
- A Bachelor's degree in Accounting, Business Administration, Economics, Public Policy, or related may substitute for one year of experience, a Master's degree in one of the above areas may substitute for 18 months of experience
- Demonstrated leadership experience, which may include experience as a supervisor, lead worker, team lead, project lead, or completion of a State of Minnesota leadership program (e.g. ELI or SLI)
- Experience managing multiple tasks, attention to detail, organization, meeting deadlines, problem solving skills, and the ability to adapt to changing circumstances
- Communication skills sufficient to present complex information in plain language to varied audiences, including one on one communication, written reports, and presentations
- Interpersonal skills sufficient to establish collaborative working relationships with colleagues and partners with varied backgrounds and experiences
- Ability to work cooperatively with individuals from diverse backgrounds and underserved communities
Preferred Qualifications
The following qualifications are strongly desired of applicants seeking consideration for this position:
- Experience with government grant and/or contract administration and compliance
- Experience implementing centralized grant and/or contract compliance functions within a state agency
- Experience analyzing, interpreting, and implementing federal and state laws, rules, policies, and procedures related to grant program administration

The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections’ policy. Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.
Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections’ policy. This may include a review of job performance and discipline records.
