The Social Services Supervisor will work as part of the Social Services Supervisor team. This position will have primary supervision responsibilities with Dakota County’s pre-petition screening and civil commitment diversion team and will be cross-trained in other mental health Social Services program areas. This position will supervise a team of social workers who provide civil commitment screening, assessment, and mental health case management. This role has a focus on building relationships across systems, including with other county program areas, including County Attorney’s Office and courts. The supervisor is responsible for providing clinical and staff supervision as well as consultation to system partners and contracted case managers. The supervisor is responsible for overseeing program operations, collaborating with internal and external partners – including County Attorney’s Office, hospitals, State agencies – and other stakeholders, and providing system training and outreach. This position assists in the assessment, modification, development, and coordination of Social Services and related programs to ensure person-centered and recovery-oriented service delivery and system coordination.NEED TO HAVE QUALIFICATIONS
• Master's degree in Social Work, Social Services/Human Services, Psychology, Sociology, Corrections/Criminal Justice, Criminology, Behavioral Science, or related field
AND
• Four years professional work in a Social Services agency which must include at least two years of direct service or supervisor-level experience with community-based mental health pre-petition screening for civil commitment services.
AND
• Licensed and qualified as an independent Mental Health Professional under Minn. Stat § 245.462 Subd. 18
AND
• Holds a valid independent license as a LICSW, LPCC or LMFT
AND
• Valid driver's license
NICE TO HAVE QUALIFICATIONS
• Licensed Alcohol and Drug Counselor (LADC) under Minn. Statute
• Experience supervising (hiring, disciplining, developing) professional level staff.

1. Hire and supervise the activities of professional staff in assigned program areas.
2. Consult, coach, and mentor staff in the performance of assigned duties.
3. Provide clinical supervision and ensure best practice and legal mandates are followed.
4. Develop, revise, implement, and provide oversight to policies and procedures, laws, rules and regulations and ensure alignment with best practice and legal mandates.
5. Develop, implement, and supervise innovative and effective programs and maintain excellence in service.
6. Evaluate and assess program budget needs, determine and collect data needed, and prioritize requests. Generate program and activity reports, statistics, and program evaluations as needed.
7. Inform, present, and promote agency programs and services with various community groups, agencies, or community organizations, and cross system initiatives.
8. Demonstrates a commitment to support cultural diversity County wide, actively supports the County's inclusion, diversity and equity initiatives, and works to address the needs of diverse and underserved communities.
9. Attend, conduct, and participate in unit, department, management, and team meetings.
10. Address problems and complaints and take action to resolve.
11. Work as part of an interdisciplinary supervisory team to implement and integrate programs and services.
12. With the Deputy Director and peer supervisors, establish and actuate program philosophy, goals, and objectives.
ESSENTIAL FUNCTIONS: 1-12• Knowledge of person centered and recovery principles, practices, and methods of social service case work including mental health case management and civil commitment.
• Knowledge of laws, rules, regulations, and guidelines pertaining to social service programs, particularly mental health; and have strong knowledge of community-based mental health programs.
• Knowledge of social services organization, functions, policies, and procedures.
• Knowledge of assessment of mental health, chemical health, adult protection, child protection, and court processes, including Rule 20 proceedings.
• Knowledge and skill in supporting and leading teams.
• Knowledge of computer software and information systems.
• Ability to communicate effectively both orally and in writing.
• Ability to problem solve and respond to crisis situations.
• Ability to use recovery oriented approaches while being person-centered.
• Ability to work as part of a team and promote collaborative, integrated service delivery.
• Ability to promote and support agency staff in the performance of their job functions.
• Experience working across systems, particularly with children’s mental health programs..
• Demonstrates an understanding of and respect for the diversity of customers, co-workers, and supervisors, including individuals with a disability or whose first language may be other than English.
WORK ENVIRONMENT: Work is performed in a County office building, in community settings and via telework. Some travel is required. Lifting requirement of up to 20 pounds on an occasional basis. Some positions may be exposed to atmospheric conditions such as fumes, odors, dusts, gases, and poor ventilation. Equipment used may include, but is not limited to, computer, printer, telephone, cell phone, calculator, audio/visual equipment, and copy and fax machines.
