Administrative Assistant III, grade
A24, in the
Resource Recovery Division.
About The Position
This is a mid-level professional and administrative position in the Department of the Environment, Resource Recovery Division. The Incumbent assists the Disposal Section Manager and Assistant Disposal Section Manager with high level, non-routine professional duties related to disposal operations. A high degree of independent judgment and competent administrative skills are utilized with daily functions.
About The Agency
The Department of the Environment works for a healthy, beautiful and sustainable County through programs that provide clean water, flood control, recycling and waste management, litter prevention, sustainable animal management and pet adoption in partnership with residents and other stakeholders. Some of our core services include providing clean water services (Stormwater Management Division); flooding prevention for buildings and structures (Sustainability Division and Stormwater Management Division); collecting, processing and diverting waste from the County-operated landfill, commercial facilities and householders (Resource Recovery Division); providing sustainability services to reduce greenhouse gas and emission (Sustainability Division); and facilitating pet adoptions, managing an animal holding facility, issuing pet licenses, investigating cruelty complaints and conducting humane outreach and education events (Animal Services Division).
Examples of Work
- Provides administrative support and assistance to the Disposal Section Manager and Assistant Landfill Supervisor to ensure smooth operation of the Resource Recovery Division, Disposal Section and Project Management.
- Provides the Disposal Section Manager assistance with preparing budget forecasts and documents for current and long-term budgets for Disposal Operations and Capital Improvement Projects.
- Prepares and reviews detailed reports, letters, and memorandums relating to Divisional and Disposal Section programs and operations.
- Documents expenditures and draw-down of disposal invoices associated with purchase orders, credit cards and any other payment documents associated with disposal operations and capital projects.
- Provides research and reporting of disposal procurement status via the County’s Procurement Contract and Budget System (PCB), Speed, SAP, Paradigm and Govolution.
- Monitors credit account activities, payments and delinquent accounts.
- Collaborates with Account Representatives, Office of Finance and Office of Law to resolve delinquent accounts, bond revocation and developing enforcement cases relative to recovery of revenue.
- Processes account adjustments with the Office of Finance for Solid Waste and Recycling charges.
- Assists with and reviews the preparation of the annual budget documents and procurement forecasts.
- Review budget forecasts for the annual Capital Improvement Projects, Capital Outlay, Enterprise Fund, Operations, and Post Closure accounts.
Qualifications
- Associate's degree in Business Administration or Secretarial Science and one (1) year of secretarial/administrative experience which involved working with the public, office management and operational details. Any equivalent combination of relevant training, education and experience will also be accepted. Applicant must be proficient in typing where required.
Preferred Qualifications
- Graduation from college with major course work in liberal arts, one of the social sciences, or public or business administration.
- Two (2) years of progressively responsible experience in governmental administrative work; or an equivalent combination of education and experience.

- Applicants who meet minimum qualifications must pass an administered Administrative Aide exam. Applicants who have previously taken the exam on or after 8/1/2024, and passed, will not be required to re-test; instead, previously test scores will be used to receive the passing disposition.
- Meet all training and performance standards and demonstrate proficiency as required by the agency.
- Thorough knowledge of the principles and practices of public administration.
- Thorough knowledge of modern office practices, procedures, and methods and their efficient application to administrative details.
- Thorough knowledge of modern research techniques, methods and procedures.
- Thorough knowledge of the principles, methods, and practices of governmental finance, budgeting, and accounting.
- Ability to lead/supervise the activities of subordinate personnel in the accomplishment of the normal and routine activities of the division to which assigned.
- Ability to analyze, interpret, and submit oral and written reports on research findings.
- Ability to analyze the functions and procedures of the division to which assigned and suggest modifications and improvements.
- Ability to establish and maintain effective working relationships with employees, County officials, and the public.
- May be required to successfully pass preemployment checks which may include reference checks, background investigations, and drug screenings, where applicable.
- Essential employees are expected to report during standard or non-standard hours as operations necessitate, or during emergencies. Essential employees are expected to report or remain at work when other County employees are granted Administrative Leave.
