Description
Summary: City of Cleveland Heights Utility Department is looking for an Account/Billing Clerk that is available Monday – Friday from 8:30am to 5pm. Responsibilities include, but not limited to, utility billing, customer service, accounts receivables, accounts payable, and following city ordinances, policies, and departmental regulations.
Examples of Duties
Essential Duties And Responsibilities
- Assist with preparing utility bills for local sewer maintenance and landfill on a quarterly bases, which includes reviewing meter reads, modifying meter reads, updating account information, and ensuring billing is processed accurately and expeditiously
- Provides exceptional customer service to all internal and external customers via phone, email, fax, etc., which also includes all correspondences and notices
- Collects and apply payments via credit/card, bank account, check / e-check, or money order to residents’ accounts
- Review Homestead and Affordability applications for qualified applicants, and setup discounted rate within account
- Update account information which includes contact information, services, payments, units, notes, etc.
- Assist with preparing certification reports to the County Administration Office which includes reviewing the following for accuracy: owner information, outstanding balance, service address, services, etc.
- Provide reporting on accounts receivables and other requested information
- Assist with major projects regarding billing, collections, and customer service
Typical Qualifications
Required Skills and Experience for a Minimum of 3 Years:
- Ability to work independently, prioritize and manage tasks to meet deadlines and expectations with minimal supervision
- Display a positive attitude and professional demeanor with superiors, co-workers, and with all customers, and establish/maintain healthy professional relationships internally and externally
- Strong computer skills including, but not limited to Microsoft Suites Excel and Word
- Accounts Receivables: Billing and Applying/Posting Payments
- Ability to perform mathematical computations
- Understand and work effectively with the utility billing software systems
- Standard customer service practices and procedures
- Evaluate customer problems/concerns and exercise independent judgement to resolve issue
- Identify, analyze and troubleshoot issues to management accordingly

Qualifications:
- High School Diploma or GED, or an equivalent combination of education and experience adequate to effectively perform the essential responsibilities of the job
- Basic Principles of Bookkeeping
Certification/ Licensure
Must have at the time of hire and be able to maintain a valid Ohio driver's license.
