The Town of Erie’s Human Resources Department is on the search for our newest team member, to join us as our Learning and Development (L&D) Specialist. A successful L&D Specialist with our Town will be a proactive relationship-builder, who can be a champion for our current L&D tools (including Paycom Learning, Insights Discovery and Crucial Conversations) with the ability to bring fresh content and tools to our employees.
This position requires strong communication and organizational skills, as there will be numerous opportunities to collaborate with both internal subject matter experts and external facilitators.
Anticipated Work Schedule: Full-time; Monday-Friday;40 hours per week with some nights and weekends as needed.

- This position is eligible to work remotely two days a week and required to work in-office three days.

DUTIES AND RESPONSIBILITIES:
- Acts as a subject matter expert in staff learning and development disciplines and provides, focus, and guidance to employees, supervisors, managers, and department heads in developing and fostering a growth mindset amongst all staff.
- Designs townwide programs and processes to support learning and development initiatives. Facilitates instructor-led training. Designs and selects content and accompanying materials for learning opportunities.
- Designs, develops, implements, evaluates, and improves organizational and individual development.
- Builds development strategies and sees them through to execution.
- Keeps current with leading research on L&D strategies and opportunities.
- Evaluates learning programs and collects data across all learning and development initiatives to gauge the success of a particular topic/training and tweak or change for future offerings in response to data and feedback collected.
- Helps employees with learning and development needs, coaching, and team facilitation activities.
- Coaches employees on career, individual development, facilitation of giving and receiving feedback, problem solving, and conflict resolution.
- Facilitates learning interventions and team meetings as directed by overall town strategy and individual department/division business initiatives.
- Develops and deliver manager/supervisor training to support internal advancement of staff.
- Develops and facilitate a leadership development program to help align with succession planning across the Town through identifying appropriate internal and external training and facilitating internal mentorship partnering.
- Works with senior leaders to identify the needs of all staff to deliver valuable insight, training, and recommendations.
- Works with supervisors and managers to assist in the development of performance management, set SMART (Specific, Measurable, Attainable, Relevant, Time-bound) goals, and identify and assess employee competencies.
- Collaborates closely with HR and Talent Acquisition teams to ensure learning and development initiatives support employee growth, engagement and retention strategies.
- Partners strategically with Diversity, Equity and Inclusion (DEI) teams to develop and implement initiatives that align with diversity objectives and promote a culture of belonging.
- Obtains certification in Crucial Conversations and administers two-day course on a quarterly basis.
- Obtains certification in Insights Discovery and administers one half-day course on a quarterly basis
- Performs other related duties as assigned.
MINIMUM QUALIFICATIONS:
- 2+ years of experience in adult learning, adult development, facilitation, instructional design, adult training, adult teaching or related field
A combination of Education and Experience may be considered.
DESIRED QUALIFICATIONS:
- Bachelor’s degree in human resources, communications, public or business administration, or a related field preferred.
- Experience with learning management systems, preferred experience using Paycom.
- Strong facilitation and training experience within an in-person and virtual environment.
- Strong track record in designing, coordinating, launching, and promoting impactful focused development programs, training and initiatives across an organization to include employees for increased engagement, participation, and visibility.
- Experience in tracking and analyzing the effectiveness of training programs and willingness to customize and accommodate based on employee feedback or identified gaps.
- Experience in planning and coordinating events from start to finish.
- Experience in leading change and process improvement initiatives.
- Experience in needs assessment of training and development for employees.
- Demonstrated professionalism with a strong work ethic.
- Excellent communication and influencing skills, both verbally and in writing, with audiences at all levels.
- Collaboration skills and ability to work effectively across all departments and engage staff at all levels.
- Strong attention to detail to spot issues, notice inconsistencies, and think and plan strategically to address concerns.
- Ability to maintain confidentiality.
