General Purpose of Job
The Senior Budget Analyst is responsible for developing, managing, and monitoring budgets to ensure financial stability and alignment with organizational goals. This role involves performing detailed financial analysis, preparing accurate reports, and providing strategic recommendations to leadership. The position requires a high level of expertise in budgeting, forecasting, and variance analysis, along with the ability to communicate complex financial information to diverse stakeholders. The Senior Budget Analyst plays a critical role in supporting decision-making, ensuring compliance with financial regulations, and contributing to the overall efficiency and effectiveness of the organization’s financial operations.

Essential Duties And Responsibilities
- Work closely with leadership and operational departments to design, track, and manage operational, grant, and fundraising budgets.
- Create and enforce policies and procedures for budget development and management.
- Oversee the development, review, and monitoring of shared service costs.
- Provide financial analysis and support during the annual budgeting process, including confidential forecast analysis and cost projections.
- Maintain and update budget documents and input cost center data into the financial system.
- Manage employee position control and assess position requests to ensure proper funding allocations.
- Process, analyze, and track budget and financial activities.
- Prepare and review monthly internal accounting reports to highlight budget variances and investigate the underlying causes.
- Generate regular reports and presentations to inform leadership about budget performance.
- Contribute to the creation and oversight of financial, cost, and reporting models for the organization’s contracts and projects.
- Track and analyze funding changes, adjusting projections as necessary.
- Identify potential budget risks, assess their impact, and recommend mitigation strategies.
- Collaborate with cross-functional teams to ensure budget goals are met.
- Assist in preparing and negotiating grant and funding applications.
- Aid in the development and management of fundraising budgets.
- Stay informed on legislative and regulatory changes that may affect the organization.
- Assist with preparing and updating the Cost Allocation Plan.
- Perform additional tasks in line with the position’s qualifications and responsibilities.
- Support the Chief Financial Officer in various projects and reporting duties.
Working Hours
CNHC’s work week is Monday through Friday, 40 hours per week. Your supervisor will advise you of your work hours; however, business office hours are 8:00 am to 5:00 pm.
Travel
Travel in and outside of Hillsborough County is required.
Training
All employees must complete fifteen (15) hours of on-line or classroom training on an annual basis. If the employee is a Certified Child Welfare Professional, Training hours must total twenty (20) annually.

Education And Experience
- Bachelor’s degree in finance, accounting, business administration or related field from an accredited college or university; Master’s degree preferred
- Five years of related work experience in budget planning and management.
- Strong understanding of child welfare, government funding and federal regulations
Skills And Abilities
Must possess advanced analytical and problem-solving skills, with the ability to develop, manage, and monitor complex budgets effectively. Proficiency in financial forecasting, variance analysis, and identifying trends is essential to support strategic, data-driven decision-making. The ideal candidate must also demonstrate expertise in financial software, including Microsoft Excel, ERP systems, and data visualization tools. Strong communication and presentation skills are required to convey financial insights to diverse stakeholders, including senior management and cross-functional teams. Additionally, the candidate must possess exceptional organizational skills, the ability to manage multiple priorities under tight deadlines, and a commitment to maintaining the highest standards of confidentiality and integrity when handling sensitive financial information.

Proficiency in preparing detailed financial reports, presentations, and documentation is essential, along with the ability to tailor messaging to diverse audiences, including non-financial stakeholders and executive leadership. Active listening and interpersonal communication skills are critical for effective collaboration with cross-functional teams, while attention to detail ensures accuracy and professionalism in all correspondence. Multilingual proficiency is a plus, particularly for organizations operating in diverse or global environments.
Mathematical Skills
Must possess strong mathematical skills, including the ability to perform complex calculations, analyze financial data, and interpret statistical models. Proficiency in budgeting, forecasting, and variance analysis is essential, along with the ability to identify trends and provide actionable insights. The candidate should demonstrate a solid understanding of mathematical concepts such as percentages, ratios, and financial formulas, as well as the ability to apply these concepts to real-world scenarios. Attention to detail and accuracy in numerical analysis are critical to ensuring the integrity of financial reports and recommendations.
Reasoning Ability
Must possess exceptional reasoning abilities, including the capacity to analyze complex problems, evaluate multiple solutions, and make sound decisions based on data and logic. Critical thinking skills are essential for interpreting financial trends, identifying inconsistencies, and developing effective strategies to address challenges. Should demonstrate strong deductive and inductive reasoning capabilities, enabling them to assess the impact of decisions and anticipate potential outcomes. The ability to remain adaptable, prioritize competing demands, and maintain a solution-oriented mindset in high-pressure situations is also crucial.
Physical Demands
The physical demands of this position are generally moderate. The role may require extended periods of sitting, standing, and using a computer. Occasional lifting of office supplies, files, or materials up to 25 pounds may be required. Work Environment
This is an in-office-based position focused on administrative work, where the noise level may be moderate. This role may involve occasional travel among agency locations, extended periods of computer work, and frequent interactions across multiple departments.
