POSITION PURPOSE / IMPORTANT APPLICATION INFORMATION
The Real Estate Management Analyst/Senior Management Analyst contributes to the vision and mission through a combination of direct responsibilities, collaboration, contract administration and special projects. This position is also responsible for maintaining a real estate database of City-owned property, conducting special research and analysis, as well as graphic representations, maps and presentations to support the department; completing administrative projects and reports; assisting in the preparation of Department Key Performance Indicators; and assisting the Director and Division Managers in reviewing and updating the Department's strategic plan. This position requires a high level of customer service skills, interacting with internal staff, businesses, residents, developers, and consultants to achieve the essential functions of the job.
The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage and reward benefited employees who are conversationally fluent in languages other than English. Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi-weekly stipend that will vary based on the employee’s level of proficiency and usage.

Job Specific Functions
Essential Job Functions, Duties, Responsibilities, and Tasks Assists in citywide real estate transactions for redevelopment and adaptive reuse projects including:
- Maintain a database of City owned assets
- Manage maintenance contracts for City-owned property
- Perform due diligence and disposition analysis of properties for redevelopment and/or adaptive reuse
- Manage consulting contracts including phase I environmental, building assessments, brokerage agreements, appraisals, ALTA survey’s etc.
- Perform Lease negotiations with potential tenants of City-owned buildings
- Utilization of COSTAR or similar real estate programs
- Experience in property research through County Assessors offices
- Track public/private investment ratios on redevelopment projects
- GIS mapping of property
Conducts research, business analysis, data analysis, strategic review, and prepares reports proposing or recommending solutions or action plans, including:
- Preparing, analyzing, and researching economic indicators
- Lead economic impact analysis of projects completed either internally, or externally through consultants
- Compile and present Key Performance Indicators in support of the City Council’s Strategic Plan
- Develop graphic representations of data for the department, as well as maps and infographics
- Identify and analyze demographic, economic and socio-economic data from various sources
- Work with the Director on Annual Reports and other summaries as needed
- Coordinate the tracking of process improvement
- Developing and recommending new concepts, methods, and techniques for representation and presentation of department impacts, outcome and performance
- Managing special projects and coordinating specific programs including, but not limited to, strategic plan support as service delivery model implementation
Conducts Contract Administration And Compliance Review Including
- Drafting contracts and amendments using the City’s document review software (Cobblestone)
- Routing contracts and amendments for review, approval, and execution by various internal and external parties
- Create Purchase Orders and Budget Revisions, as well as process payments, using the City’s budget software (JD Edwards)
- File and record contracts and amendments
- Analyze contracts and agreements and monitor key provisions including milestones, termination dates, etc.
- Track invoices and contract balances, and reconcile against City budget software (JD Edwards)
- Monitor and report on third-party compliance with Developer Agreements and Economic Assistance Agreements
- Develop and maintain a comprehensive database of contracts, including expected outcomes and actual results
Provides management assistance on routine matters, including:
- Carrying out administrative staff duties as assigned
- Working on special projects as assigned
- Managing division agenda memo creation and review process
- Managing division budget and coordinating with the city’s Policy and Budget office
- Communicating and investigating citizen input
- Maintaining various databases for the department
Participates in team, division, department, and City staff meetings; works collaboratively with other programs and departments; may support other programs as neededMaintains regular and punctual attendance

Required
- Bachelor’s degree in Business Administration, Public Administration, Management, Data Mining/Data Analysis, Accounting, Finance, or closely related field
- Three or more years of relevant experience in local government, economic development organization, community development organization or the private sector
- Advanced ability with Microsoft Office, including Word, Excel, Outlook, andPowerPoint
- Ability to become fluent in JD Edwards and Cobblestone software
- Excellent analytical skills, attention to detail and results-oriented style
Preferred :
- Expert level proficiency in Microsoft Office, including Word, Excel, Outlook, andPowerPoint

- Certified Economic Developer (CEcD)

Physical Requirements
Work is sedentary in nature and requires sufficient physical stamina and strength for:
- Constant sitting to perform daily tasks; occasional walking through a multilevel facility to retrieve information; frequent standing, sometimes for extended periods
- Frequent squatting, reaching above shoulder, and twisting to file documents and lift supplies and material; occasional bending, kneeling, climbing, balancing, and reaching below shoulder to store documents, material, and supplies
- Constant light grasp, fine manipulation, and handling to perform daily duties; occasional firm grasp to safely use equipment
- Frequent lifting, carrying, and pushing and/or pulling of up to ten (10) pounds to move material and supplies; occasional lifting and pushing and/or pulling of up to twenty-five (25) pounds with dollies and carts
WORKING CONDITIONS
Work is constantly performed indoors. This is primarily sedentary office work. Must demonstrate the ability to meet the physical demands of the job, including the ability to retrieve information from various locations in the office when needed. Exposure to periods of high activity and stress under demanding conditions. The position requires a great deal of communication with City employees, the public, and outside agencies. Must be able to drive and navigate to a variety of locations in the City, metro area, and region.

General office equipment including personal computers, telephone, cellular phone, copy machine and calculator. May operate a motor vehicle to visit project sites.

Benefit Package
The City of Westminster does not participate in the Social Security system. In lieu of Social Security contributions, the city contributes to a 401(a) defined contribution plan on your behalf.
401(a) Contribution Rates
Employee Mandatory Contribution: 11.5% of your base pay. Contributions are pre-tax and fully vested.
Employer Contribution: 12% of your base pay.

- 3 to 4 years - 60%
- 4 to 5 years - 80%
- Over 5 years - 100%
