The City of Norfolk Department of Parks & Recreation is seeking a Recreational Specialist to be responsible for the development and implementation of fitness programs, leading exercise classes, and promoting overall wellness. This position will provide facility oversight, ensure a safe and enjoyable environment for participants, and provide positive community engagement for healthy lifestyles.

Department Starting Hiring Salary: $42,629
Essential Functions
Essential functions include but are not limited to:
- Coordinates, plans, schedules different Athletic leagues for both youth and adults.
- Works directly with coaches, athletic associations, volunteers, officials, and part time staff to schedule games, practices and maintains the facility organized calendars.
- Collects and records transactions for league fees, team fees and rentals.
- Assists in the preparation of fields and courts for events
- Markets the recreational program by distributing flyers and announcements to the community and submitting press releases and by serving on committees for the planning and marketing of events and providing assistance to employees.
- Plans, implements and evaluates recreational programs and daily activities of the center and provides assistance to employees.
- Performs related duties by carrying out administrative day care duties, transporting clients, submits and writes initiatives and monitors the budget
- Other duties as assigned
Education/Experience
Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with six months/one year of advanced study or training past the high school equivalency. Junior college, vocational, business, technical or correspondence schools are likely sources. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
Six Months Experience In Recreational Setting Required.
Preferred License(s) and/or Certification(s):
- Drivers License
- CPR / First Aid / AED or obtain within 6 months of employment
- two years of experience in athletic programming and scheduling
- Proficient with computers and able to handle coaches/ volunteers and officials in a professional manner at all times.
Additional Information & Requirements
Wok Location: Lakewood Athletic Office, 1612 Willow Wood Drive, Norfolk, VA 23509
Work Hours: 40 hours/week M-F, 9am-5pm Evenings and Weekends required
Signing Bonus: This position is eligible for a one-time $5,000 signing bonus for applications received on or after February 22, 2022. The signing bonus will be paid in two (2) increments: $2,500 upon completion of 60 days of employment, and $2,500 upon completion of your probationary period. To receive the signing bonus, you must be an active employee in good standing.
- Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.
- Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.
- Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
- The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
