Under the leadership and general guidance of the Logistics Director. The primary focus of this position is to plan, manage and coordinate the procurement of supplies, materials, services and equipment. Responsibilities include management and leadership of multiple team members in a variety of roles, the disposition of surplus materials, operation of the purchasing warehouses and the management of City contracts. Work requires a high degree of initiative, professionalism, considerable independent judgment and leadership of team members. Strict adherence to Federal, State, County and City procurement policy, rules, regulations and law is expected with extensive coordination among numerous internal and external customers.

- Supervises, leads and coordinates the management functions relating to the purchasing team operations, functions, and administrative activities.
- Manages the Purchase Card program and provides training and standard operating practices relating to the use and management of system.
- Develops and maintains Standard Operating Practices (SOPs) that reflect the best practices for the Purchasing division and processes.
- Contracts with external providers, develops and provides training for City Team Members in a diverse array of subjects.
- Creates and manages digital file storage for required records.
- Requests quotes, bids and solicitations in a proactive manner to benefit the City.
- Negotiate purchases with the result being attainable cost savings for the City.
- Conducts public outreach to prospective vendors in order to provide the City with the best possible purchase options.
- Manage inventory and the reconciliation for multiple City warehouse locations including organization and ongoing maintenance.
- Processes requisitions, purchase orders, task orders and invoices to support City team members.
- Creates a culture of teamwork by utilizing cross training, mutual support, and overall superior customer service skills.
- Develops a division budget and is responsible for the adherence and active management of the budget.
- Provides support to the Logistics Director including providing leadership in absence of the Director.
- Perform outreach to a vast array of City team members to ensure that their needs are addressed in any manner possible.
- Develops and manages a City branded uniform program.
- Directs the purchase, storage and distribution of materials, supplies, equipment, andservicesfor the City using standard warehouse practices.
- Recommends and implements changes in policy and procedures to meet continually varying procurement requirements and processes.
- Coordinates the inventory control of all fixed assets owned by the City.
- Leads the preparation, administration and monitoring of contracts.
- Approves the issuing of purchase orders, journal vouchers, contracts, requests for quotes, invitations for bid, requests for proposals, processing of invoices, supply requisitions and uniform requisitions.
- Establishes strong, professional, cooperative and effective relationships with vendors.
- Responds to internal customer requests, inquiries and challenges regarding procurement processes.
- Performs other duties as required.
KNOWLEDGE, SKILLS AND ABILITIES
- Extensive knowledge of laws, rules, policies, procedures, and regulations governing purchasing processes and procedures
- Strong skills in Microsoft Office products (Word, Excel, PowerPoint and Outlook).
- Ability to learn and utilize third-party software in an independent and efficient manner.
- Skills that demonstrate strong knowledge in purchasing management.
- Skills that demonstrate effective project, contract and construction management.

- Graduation from high school or possession of an acceptable equivalency diploma
- Bachelor's degree in Accounting, Finance, Business Administration, Business Management, Public Administration or related field preferred.
- Three (3) years of experience in a purchasing or contracting related field preferred.
- Valid Driver’s License
A comparable amount of training or experience may be substituted for the minimum qualifications.
