This position performs professional-level engineering assignments in design, construction, and land development. Prepare plans, specifications and estimates of major capital and private development utilizing application of engineering standards, principles, and methods. This includes new construction and improvement projects involving streets, drinking water systems, wastewater, sewage treatment plant, stormwater, and waterfront infrastructure.
Essential Job Functions:
Work activities involve multiple skills and may include, but are not limited to, any of the following depending on area of assignment, operational necessity, emergency services, special projects, and seasonal factors:
1. Participate in the initial planning of proposed projects; conduct studies and coordinate surveys for design and construction; collect, gather and interpret engineering data for more complex engineering projects.
2. Prepare or oversee the design of projects, preparation and review of plans, specifications, contract documents, cost, and quantity estimates (budgets), building and special maintenance projects utilizing professional engineer stamp and seal.
3. Manage all aspects of complex projects from inception to conclusion including consultant design or in-house design projects, design conceptual phase, preliminary and final design, construction phase, and project close-out.
4. Perform project design and engineering activities, maintain records of contracts and projects in progress, and recommend final acceptance of projects.
5. Negotiate and administer consultant contracts. Ensure contractor compliance, recommend, and approve materials and schedules, resolve problems, initiate, negotiate, and approve change orders, recommend pay estimates, provide quality control, recommend award of contracts, monitor contractor progress.
6. Provide highly skilled technical and management assistance, advice, and feedback to department and management level personnel.
7. Facilitate and troubleshoot problems associated with developing complex systems or with coordinating development and design projects.
8. Coordinate assigned projects and activities with other divisions and City departments, regulating agencies, and utility companies including significant contact with private consultants, engineers, developers, the public, and Federal, State and County agencies as well as representatives of NAS Whidbey.
9. Coordinate and participate in pre-bid, pre-construction, technical, and design meetings with all parties. Ensure plans are consistent with City, State, and Federal codes and in compliance with Council conditions.
10. Assist in researching funding sources such as grants, loans, and federal appropriations for municipal projects. Coordinate funding resources and inspection schedules. Administer federal and state grant funds for assigned projects, act as liaison with grant-funding agencies, and ensure projects comply with grant conditions.
11. Respond to inquiries, complaints, or requests for information regarding areas of assignment from other departments, agencies, and the public; provides information and resolves concerns regarding City engineering requirements and processes within scope of knowledge and authority.
12. Establish, coordinate, and maintain effective working relationships with City stakeholders. Respond in a courteous and helpful manner sometimes in stressful situations.
13. Meet with citizens, developers, consultants, and contractors to discuss projects or proposals and explain/negotiate needed changes. Review proposals with City staff. Make public presentations. Recommend contract awards and other actions to the City Council.
14. Attend City Council and other meetings, as required, act as a division and City representative and serve on boards as assigned. Chairs various project review and pre-submittal meetings.
15. Assist with agencies, other cities, and act as a representative and serve on boards, committees and commissions as assigned by the City Engineer.
Associated Job Functions:
- Attend various continuing education meetings, seminars, and conferences.
- Perform other duties and responsibilities as assigned including work in other functional areas or special projects.

Knowledge of:
- Modern civil engineering principles and practices used in the design, construction, and inspection requirements and methods, preferably specific to public works projects.
- Engineering and land surveying.
- State and Federal regulations governing public works projects.
- Project planning, budgeting, contract administration, and project management techniques.
Skill in:
- Performing substantial analysis and interpretation.
- Strong communication and the ability to effectively speak and present in public, facilitate and negotiate complex information to officials, agencies, staff and the community.
- Business writing with proficiency in spelling, grammar, vocabulary, punctuation, and mathematics.
Ability to:
- Communicate information and ideas so others understand.
- Compose complex documents and the ability to research, organize and compile data into meaningful reports.
- Make sound decisions and convey decisions to other professionals, developers, and citizens, using discretion and tact.
- Utilize a computer and associated applications or specialized software.
Supervisory Responsibility:
No direct supervisory responsibilities though management of projects includes directing project related activities of the project team members. This position may assume the position of City Engineer in City Engineer’s absence.
Qualifications & Requirements:
An equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities to perform the essential job functions may be considered.
- Bachelor of Science degree in Civil Engineering or related field.
- Eight (8) years’ experience in a broad range of professional engineering responsibilities including infrastructure planning, funding, design, construction, and testing.
- Current Professional Engineer (P.E.) license in the State of Washington or able to obtain through reciprocity within six (6) months of hire.
- Complete a comprehensive criminal background screening, prior to hire.
- Valid driver's license and ability to provide a driver’s abstract showing a good driving record.
Working Environment & Physical Demands:

Work is performed indoors in an office environment, remotely from a hybrid work location, or in the field at construction sites in all types of weather conditions. Ability to observe details at a close range and manual dexterity and be able to stand, walk, bend and stoop, and move items more than twenty (20) pounds. Fieldwork exposes incumbents to the hazards of machinery and equipment used in the construction of public works projects. Work requires occasional attendance at evening meetings.
