GENERAL DESCRIPTION:
The primary responsibility of this position is to find and develop grant proposals on behalf of the Town of Surfside to fund a variety of projects and programs in accordance with Town-wide goals and priorities. This position secures funding from various sources to support the Town of Surfside projects and programs. This involves extensive research, attending meetings, and may require obtaining certifications relevant to grant agencies. The role requires meticulous maintenance of grant deadlines and program trackers, as well as collaboration with department heads to ensure timely submissions. Additionally, the incumbent will draft content for external communications, develop project budgets, and liaise with other Town departments for project progress reporting and financial information. Public speaking skills are required for presenting grant projects before the Council. Works under the general supervision of the Town Manager or designee. Exercises no supervisory responsibilities.
ESSENTIAL JOB FUNCTIONS:
Researches and identifies federal, state, county, private, and foundation grant opportunities and funding requests on behalf of the Town; identifies funding opportunities and new program areas that match the Town’s priorities, using research tools.
Carefully reviews grantor and agency grant notices and analyzes required information to develop competitive, fundable grant applications.
Writes, edits, and generates proposals and supporting documents in response to solicitations, and in accordance with funding agency requirements.
Prepares and submits completed funding proposals and grant applications in a timely fashion, ensuring to meet all deadlines; may assist in the development of applications and supporting documentation for legislative requests.
Engages with department directors and senior staff in planning and developing funding requests; regularly communicates with staff to assess potential funding needs; assists in the development and collection of statistics and data for the development of effective, data-driven applications as required.
Completes and submits all pre and post award documentation with assistance from project managers; works with other personnel to prepare and submit ongoing grant reporting data in accordance with the requirements and deadlines of the funding agency.
Provides guidance to project managers on grant contract requirements to ensure that grant-funded projects are consistent with grant mandates. Manages the individual grant budgets and prepares reimbursement requests in accordance with the agency guidelines.
Distributes and maintains all documentation and records required by FEMA in preparation for and following an emergency event; along with the Finance Department, assists other departments to ensure documentation is complete based on FEMA requirements.
Submits post event documentation to FEMA, when applicable and required.
On an annual basis, develops a plan of action to assist in identifying funding prospects that are of benefit to the Town, based on the goals and priorities of the Town and its departments; maintains a log for the purpose of tracking grant submittal deadlines and grant report due dates.
Communicates with grant agencies, foundations and other funders professionally.
Attend training sessions, webinars and meetings as required, which may be offsite and require traveling.
Attends Council meetings to present and provide grant-related information to the Town Commission, as necessary.
Assists with other miscellaneous duties of the department, maintaining full confidentiality when dealing with personnel items.
Performs other related duties as assigned.
QUALIFICATIONS:
Education and Experience
Bachelor’s Degree in Public/Business Administration, Communications, or related field.
Two (2) years of prior grant writing experience required. Relative experience beyond the two years may substitute educational requirement on a year-for-year basis.
Prior experience in project management preferred.
Must be computer literate with knowledge of Microsoft Word and Excel.

WORK ENVIRONMENTAL AND PHYSICAL DEMANDS
Work is primarily performed indoors in an office environment.
Must have the use of sensory skills to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact.
Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to word processor, calculator, copier and facsimile machine.
Tasks involve the ability to exercise light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).
