Performs responsible administrative, supervisory, and semi-skilled to skilled work in the preventative maintenance, maintenance and repair, and replacement of the Town's water distribution systems. Work is performed under the general supervision of the Water Distribution System Supervisor who may serve as the Operator Responsible in Charge of the distribution system. The employee is also subject to call-back and will be expected to perform "on-call" duties that are directed at responding to water leaks, meter malfunctions, sewer clogs, and other similar customer service issues.
Essential Duties and Tasks
- Assists in coordinating, supervises, and participates in the preventative maintenance, repair, and replacement of distribution systems and related appurtenances.
- Assists in coordinating, supervising, and participating in the condition assessment of the Town's distribution systems.
- Works independently, departmentally, and interdepartmentally, to ensure the success of Town distribution systems.
- May serve as Operator in Responsible Charge of the water distribution system and backflow prevention/ cross connection control program and maintain necessary records and submit necessary reports.
- Assists and supervises and participates in the work of field staff including repairing leaking meters and water lines, installing new services, maintaining hydrants and valves, flushing lines, taking water samples, and conducting analysis of some and obtaining contract analysis for other properties; reviews water quality analysis results and takes any necessary remediation actions; etc.
- Operates various types of heavy equipment, including valve and hydrant truck backhoes, front-end loaders, dump trucks, flatbed trucks, excavators, combo trucks, forklifts, etc.
- Uses various pneumatic, gas, or electric power tools, including compressors, jackhammers, tapping machines, boring machines, tamps, concrete saws, drills, etc.
- Ensures machinery and equipment are properly maintained; completes daily checks and preventative maintenance requirements and schedules maintenance and repairs accordingly to ensure equipment remains in good working order.
- Participates in staff hiring; ensures safety of staff; performs training, performance coaching, and evaluation; makes work assignments and ensures quality work; establishes an atmosphere of performance excellence and employee engagement.
- Assists in preparing the division's budget request; orders equipment, parts, materials, and supplies; ensures adequate inventory available for needs.
- Inspects work in progress for adherence to design, schedule, materials, and standards, and for design practicality; maintains a daily log of conversations, construction progress, observations of work and materials, and other relevant project information.
- Maintains inventory records; prepares records and reports of division activities. Meets with customers or handles customer phone calls related to leaks, new installations, etc.
- Leads in assisting other divisions and departments, including wastewater collection system maintenance and repair. Operates, maintains, troubleshoots, and repairs equipment.
- Works with a variety of asset management and specialized software for entering, storing, and retrieving information pertaining to Town utility lines.
- Establishes and maintains GIS-based utility infrastructure as needed in the field.
- Assists other departments and agencies as needed and performs other related duties as assigned.

Knowledge, Skills, and Abilities
- Knowledge of the tools, materials, and methods used to maintain and repair water distribution and infrastructure and associated appurtenances.
- Thorough knowledge of construction practices, techniques, materials, and equipment relating to water line construction, maintenance and repair, and other related work.
- Ability to read and interpret plans, specifications, and blueprints and to compare them with various aspects of construction in progress.
- With the ability to detect errors in construction materials and projects. Some knowledge of related engineering practices, specifications, and standards.
- Knowledge of the operational and preventative maintenance requirements for light and heavy-duty construction equipment, and vehicles, and using basic hand tools assigned to perform primary duties.
- Considerable knowledge of the regulatory requirements, chemical principles, field analysis, and methods and protocols necessary to maintain safe potable water quality.
- Ability to establish and maintain accurate records and submit accurate reports.
- Considerable knowledge of the safety hazards and related precautions necessary in the workplace.
- Knowledge of the occupational hazards and proper safety precautions associated with working around raw sewage, operating heavy construction equipment, working around traffic, and performing daily responsibilities.
- Knowledge of effective supervisory principles and practices, including leadership, motivation, conflict resolution, performance coaching, and evaluation.
- Skilled in customer service excellence and collaborative conflict resolution. Ability to establish effective working relationships with engineers, contractors, construction workers, Town management and staff, employees, and the public.
- Some knowledge of the Town’s purchasing, budgeting, and personnel policies and procedures.
- Skilled in the advanced use of computers and various software applications, including the Town’s GIS-based computer programs and mapping functions related to the water distribution system.
- Ability to work in a team environment and independently and use sound judgment.
- Ability to learn and operate asset management software.
Physical Requirements
- Must be able to perform the basic life functions of climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, talking, hearing, and repetitive motions.
- Must be able to perform light work exerting up to 50 pounds of force occasionally; and/or up to 10 pounds of force frequently or constantly to move objects. The work is generally performed in inside and outside environments, in extreme hot and cold weather, and exposed to hazards, including loud noises, vibrations, moving mechanical parts, and exposure to chemicals, fumes, odors, dust, mist, gases, and oils.
- Duties may also expose the employee to human body fluids and thus the work is subject to the OSHA requirements on blood-borne pathogens. The work environment involves high risks with exposure to potentially dangerous situations or unusual environmental risks which require a range of safety and other precautions.
- Use of safe work practices with equipment, avoidance of trips and falls, observance of fire regulations, and traffic signals are required. Employees will be required to wear other appropriate Personal Protective Equipment (PPE) such as masks, coats, boots, goggles, gloves, or shields.
Education and Experience
- High school diploma or GED, supplemented by (5) years' experience in utility maintenance and construction work and (2) years' experience working with computers and various software programs, or an equivalent combination of education and experience.
Special Requirement
- Possession of a valid North Carolina driver’s license.
- Possession of a valid North Carolina Class "A" Driver’s License with tanker endorsement or ability to obtain within six (6) months of hire date.
- Possession of a Grade “A" Water Distribution System Operators certificate issued by the State of North Carolina. (Required)
- NC Department of Agriculture Pesticide License.
