Butte County Superior Court is a unified superior court operating two facilities, one courthouse in Chico, and another courthouse in the county seat of Oroville. All legal, operational, and administrative functions of the court are governed by the Presiding Judge and the Court Executive Officer. The court has thirteen judicial officers, or eleven judges and two commissioners, and approximately 135 support staff. Despite its size, Butte is recognized throughout the state as a leader in many court collaborations, including self-help services, case management system consortiums, our highly acclaimed and model civic outreach program, and numerous multi-court employee education events. Butte County is home to a community with diverse needs, and the court continually adapts to provide effective and reliable access to justice.
The Position: Under the direction of the Fiscal Director, this position is assigned to independently perform a variety of accounting and complex financial analysis work. The incumbent manages and completes procurement activities, assists with budget preparation and fiscal and strategic analysis, assists in the development and implementation of accounting systems and procedures, performs financial and compliance audits, develops fiscal forecasts, prepares and submits staffing, expenditures, funding and status reports, gathers data for a variety of financial reports and documents requiring the application of accounting principles and judgment, and performs related duties as assigned. This is a full-time, at-will position that is exempt from the Fair Labor Standards Act.
The following duties are typical of those performed by the incumbent in this classification; however, other duties may also be required. - Coordinates fiscal activities and information exchange between the court and other agencies
- Assists court management in budget preparation and fiscal and strategic analysis
- Coordinates the development and implementation of automated fiscal accounting systems and procedures and standards
- Performs, or oversees the performance of, the preparation of accounting systems documents (e.g. vouchers, encumbrances, warrants, purchase orders, checks, fund transfers, journal entries, etc.) for approval, distribution and adherence to established fiscal controls
- Researches and resolves complex accounting problems that cannot be resolved by fiscal services staff or other court staff
- Prepares and monitors fiscal and budget control journals and records
- Monitors key performance indicators such as budget expenditures and revenue projections
- Compiles and prepares periodic and ad hoc accounting, financial and statistical reports
- Assists with the preparation of regularly scheduled month-end and year-end closing of account ledgers and books
- Performs routine financial and compliance audits, and assists in the examination and evaluation of accounting records, transactions and internal controls
- May monitor the performance of day-to-day accounting including balancing, reconciliation, deposits, transfers, and adjusting entries
- Assists with the review and monitoring of the fiscal portion of court contracts
- Performs analysis of the fiscal impact of law related changes for court management
- Directs or performs fiscal updates to the court’s case management system
- May train other fiscal services staff
- Performs full-scope procurement activities
- Utilize a computer in daily work
- Attend meetings, seminars and workshops, which may include overnight travel
- Perform other duties as assigned
Knowledge of:- Generally accepted principles and practices of accounting, auditing, budgeting, procurement, and purchasing
- Complex financial record-keeping procedures
- Laws, rules and regulations influencing governmental accounting and procurement, and auditing operations
- Cost accounting principles and systems
- Computerized data processing as it relates to accounting procedures and practices
- Financial management information systems including general ledger, accounts payable and receivable, and payroll
- Principles and practices of supervision, training, performance evaluation and workloads
- Highly skilled in the use of spreadsheet software programs, (preferably Excel). Proficient with other desktop software programs such as Word
Ability to:- Work in a confidential manner relative to fiscal and strategic analysis and projects as assigned by court management
- Maintain confidential information in accordance with legal standards and/or Court regulations
- Review and evaluate the work of other fiscal services staff; organize assignments, work independently, and adjust for conflicting deadlines
- Train staff in accounting principles, practices and procedures
- Meet deadlines, maintain professionalism and composure, and function appropriately under pressure or in stressful situations
- Read, understand and apply the basic principles, laws and procedures involved in accounting functions
- Write clear and concise statistical, fiscal, audit and narrative reports
- Analyze fiscal data and draw logical conclusions
- Plan, organize and administer financial programs and services
- Communicate technical accounting concepts and issues in understandable terminology to non-accountant users of financial reports and services
- Communicate effectively, both verbally and in writing, to a variety of audiences
- Establish and maintain effective working relationships with a variety of court personnel, outside agencies and the public
Any combination of education and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:Experience: Three (3) years of responsible professional work experience in accounting, auditing, or other closely related responsibilities.
Education: Possession of a Bachelor’s degree from an accredited college or university in accounting, finance, business administration, economics, or a closely related field. Extensive experience may be substituted for a portion or all of the required education.
Desirable: Work experience in a government agency and with procurement activities Licenses and Certifications: May be required to possess, or obtain by appointment date, a valid California Class C Driver’s license issued by the State Department of Motor Vehicles.

Work is performed in an office environment with little exposure to outdoor temperatures, dirt, or dust. The incumbent's working conditions are typically quiet, but may be loud at times at some locations. The noise level and traffic level in the work environment are similar to a busy office. This role routinely uses standard office equipment. Travel to visit other branches within the county and travel to attend professional meetings and trainings in and outside of the county may be required on a frequent basis.
Normal court business hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. This position may require long hours and some weekend work, however. Alternate work shifts may occur.
