The City of Oxnard’s Public Works Department is seeking a Supervising Civil Engineer/Assistant City Engineer to lead, oversee, review and perform work activities and duties assigned to the in-house design engineering and surveying staff as well as the administrative staff in the Department of Public Works Engineering Division. The Assistant City Engineer will assume responsibility for the more difficult and complex tasks and coordinate assigned activities of the Department of Public Works Engineering Division with other City departments and outside agencies.Supervising Civil Engineer/Assistant City Engineer description image
The City Engineer and Public Works team oversee and manage Oxnard’s rolling five-year CIP, currently totaling $700 Million. Some of the major projects planned for or continuing in FY 2023-24 include:
Automated Meter Infrastructure Replacement
Oxnard Aquatics Center
Mandalay Bay Seawalls
Bridge Rehabilitation projects
Fire Stations 2, 3, and 4
Roof Replacement and Repair for Multiple City Buildings
Neighborhood Street Resurfacing
Arterial Street Resurfacing
Various Traffic Signal Upgrade projects
Various Park Improvement projects
The Supervising Civil Engineer/Assistant City Engineer reports to the City Engineer.
The Engineering Division manages all Public Works engineering, design, and project management functions. The division is divided into four distinct Sections: Engineering/Design; Utility Engineering; CIP Project Management; and Transportation and Mobility.
The Assistant City Engineer exercises technical and functional supervision over engineering and surveying, technical, administrative, and support staff
WHAT YOU’LL DO:
Be responsible for administering and managing the Engineering Division's in-house design team and the administrative team
Be responsible for the ongoing development and oversight of the 5-year CIP document
Provide direction and technical guidance to staff design engineers and surveyors, project managers, engineering technicians and support staff
Coordinate design services for the City’s Capital Improvement Program
Attend the Design Advisory Committee and Planning Commission as the division representative
Participate and attend professional group meetings as well as stay abreast of new trends and innovations in the engineering and maintenance field
Develop and maintain the City’s Public Works Engineering Procedures Manual
Establish, maintain and foster positive and harmonious working relationships with City staff and all those contacted in the course of work
Directly manage some of the more complex CIP projects
Payroll/Classification Title:Engineering Division Manager
WORK SCHEDULE: The normal work week is Monday through Thursday 8:00am to 6:00pm and alternating Fridays 8:00am-5:00pm. The City does not offer hybrid or remote work.
Essential Functions
(This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.)
As assigned, incumbents supervise staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures.
Manages and oversees the activities and/or operations of complex infrastructure improvement plan review, infrastructure maintenance and construction, design and construction services, and/or traffic engineering design and related projects; monitors and ensures compliance with design standards, policies, practices, codes and regulations.
Serves as primary liaison and technical expert in support of assigned engineering projects; consults with and provides information to architects, engineers, developers, consultants and outside agencies; reviews project studies, specifications, drawings and other technical documents; performs job site inspections as needed.
Provides project management and scheduling of resources; manages and administers assigned budgets and contracts; monitors project progress and schedules; reviews issues; performs complex engineering calculations; researches and analyzes information; recommends alternative project solutions; implements solutions.
Attends, facilitates and presents at meetings; prepares and oversees the development and delivery of reports, proposals, contracts, plans, specifications, approval conditions and/or other technical engineering documents.
Performs other duties of a similar nature and level as assigned.
Minimum Qualifications
The following are the minimum qualifications necessary for entry into the classification:
EDUCATION:Bachelor’s degree in engineering or directly related field
EXPERIENCE:Five (5) years of professional engineering and/or construction/project management experience and two (2) years of supervisory experience
CERTIFICATIONS:Professional Engineering (PE) Registration
OTHER REQUIREMENTS:
Must be able to speak and understand English to effectively communicate with fellow employees, customers, and vendors
