Occupational Summary
Leads and manages a broad range of activities associated with pre-design, design, pre-construction, construction, closeout, occupancy and warranty enforcement for multiple complex and multi-faceted building, renovations and modernization projects.
Provides overall leadership, management skills and experience to ensure that each project is successful in terms of quality, schedule and budget and manages staff resources to accomplish this goal. Knowledge of applicable government regulations and procedures.
EXAMPLE OF DUTIES
- Coordinates and manages all aspects of project activities with Regional center administrators, school principals and central office department personnel. Serves as project contact and liaison on all matters related to project design and construction. Proactively participates in the development of project budgets and schedules, participates in pre-design project analysis processes and leads design review processes.
- Reviews design documents for compliance with design guidelines and provide feedback to appropriate staff. Initiates and coordinates work orders for consulting services to support projects and reviews and approves the work product. Monitors project budgets and schedules and consults with designers and contractors regarding changes needed to maintain compliance with approved budgets and schedules.
- Ensures that project information is provided to municipal authorities and regulatory agencies. Assists with preparation of bid documents, bid advertisements, bid analyses, submittals and recommendations for contract awards.
- Receives, monitors and approves construction schedules, schedules-of-values and other project performance data. Processes contractor pay applications and provides recommendations for approval/rejection based upon approved schedule of values in relation to progress of work. Orders and reviews recovery schedules required of contractors when job milestone dates are missed. Communicates with appropriate staff when schedule modifications are approved.
- Conducts frequent site visits to review quality and progress of work. Communicates findings, as appropriate. Coordinates quality assurance, code, safety-to-life and other mandated inspections and resolves deficiencies
- Develops written and electronic project management reports, board agenda items, project tracking documentation, change order documentation and other reports and documents as needed. Utilizes available technology.
- Manages occupancy of completed and accepted buildings. Manages project closeout activities to ensure the prompt completion of punch list items and a smooth transition from the construction phase to the warranty and maintenance phase. Provides support and assistance in resolving warranty and inspection issues.
- Analyzes and documents performance/nonperformance of designers, contractors and consultants and provides feedback using the District’s performance evaluation system. Proactively provides information for pre-qualification processes.
- Enforces the implementation of policies and procedures for adherence to Board policies, code requirements, and governmental regulations and statutes. Contributes to revisions of established standards, rules, regulations and procedures of the Department and School Board in accordance with applicable regulations and statues.
- Responsible for the successful execution of building renovations and modernization projects with consideration to educational needs, safety, quality, budget, environmental-related matters and established timelines.
- Performs other duties related to the general administrative responsibilities of the position.
Physical Requirements
This work requires the following physical activities: climbing, bending, stooping, kneeling, twisting, reaching, sitting, standing, walking, lifting, finger dexterity, grasping, repetitive motions, talking, hearing and visual acuity. The work is performed primarily indoors and outdoors and requires frequent in-county travel.
Minimum Qualification Requirements
- Bachelor's degree in Engineering, Architecture, Construction Management, Public Administration or other related field. Master’s degree in related field preferred.
OR
Seven (7) years of documented progressive management experience working for a large corporation or public agency with in developing, organizing and executing facility maintenance and construction contracts three (3) of those years’ experience in direct supervision of a large workforce, including subcontractors, engaged in institutional and/or commercial construction, trade or contracted personnel for a large multi-faceted operation.
- Possession of a valid Florida driver’s license.
- Knowledge of federal, state and local laws, codes, ordinances and rules pertaining to the design, construction, occupancy, procurement and maintenance of educational and ancillary facilities.
- Skilled in the use of computerized maintenance management systems and project scheduling software.
- Thorough knowledge of physical plant or facilities equipment operation, maintenance and design; and knowledge of leading edge methods of providing efficient and effective facilities operations services desired.
- Demonstrated knowledge of all facets of facilities management and the construction industry, including planning, estimating, budgeting, scheduling, and reporting.
- Ability to manage a full service facility maintenance program for multi-facility building locations.
- Demonstrated ability to communicate effectively in both oral and written forms.
