PAY AND BENEFITS
Annual Pay Range: $124,910.81 - $168,628.91
Hourly Pay Range: $60.053276 - $81.071589
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS
Clackamas County is seeking its next Behavioral Health Division Director to provide strategic leadership and oversight for the County's behavioral health service system, ensuring high-quality care, performance excellence, and strong community partnerships. This role is responsible for managing the full continuum of services including quality assurance, performance and staff management, contracted provider relationships, and community outreach.
As the Local Mental Health Authority (LMHA), the Division Director ensures compliance with regulatory requirements and oversees critical behavioral health services such as emergency preparedness, civil commitment, 24/7 crisis response, and treatment coordination for individuals covered by the Oregon Health Plan and uninsured County residents. This position also serves in the role of Program Director of the County's Community Mental Health Program (CMHP).
Reporting to the Health, Housing & Human Services Department Director, this position plays a key role in shaping the division's vision, goals, and strategic objectives to enhance community well-being, and serves as part of the Department's executive team, collaborating with the Department Director's office, and the other Division directors.
Required Minimum Qualifications/ Transferrable Skills:*
• Minimum of eight (8) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position, which includes at least two (2) years in community mental health.
• Minimum of four (4) years of management experience in a public or private related organization, which includes responsibility for program development and operations, planning & assurance, supervision, budgeting, and contracts to advance strategic priorities.
• Experience promoting a culturally responsive and diverse work environment that embraces differences of opinion, supports various work styles, and elevates alternative thinking, and innovation.
Preferred Special Qualifications/ Transferrable Skills:*
• Hold at least a master's degree in a behavioral health, social, health science, special education, public administration, or human services administration.
• Demonstrated effective internal and external communication skills with diverse stakeholders, including delivery of presentations to community leaders, decision makers, and elected officials.
• Demonstrated experience and ability to develop and maintain strong partnerships with internal and external stakeholders.

TYPICAL TASKS
Regulatory Compliance & Policy Implementation
• Interpret and apply laws, rules, ordinances, and regulations governing behavioral health programs.
• Recommend and implement policies, procedures, and program modifications within available funding.
• Ensure compliance with federal, state, and local reporting requirements by overseeing research, data collection, and statistical analysis.
Program Oversight & Service Delivery
• Oversee and coordinate the County's behavioral health system, including direct services for the residents of Clackamas County and contracted community-based services for those individuals who are uninsured.
• Maintain a commitment to the divisions' values of serving vulnerable and marginalized populations within the county in a trauma informed, equity centered way.
• Negotiate, administer, and monitor contracts to ensure service quality and compliance.
• Develop and implement pilot projects to integrate behavioral health services with primary care and public health initiatives.
Performance Management & Quality Improvement
• Implement a performance management system, including the development and monitoring of outcomes and output measures.
• Apply continuous quality improvement principles to enhance service delivery and effectiveness.
Financial & Budget Administration
• Participate in the development and management of the Division's annual budget in coordination with the Department.
• Forecast funding needs for staffing, equipment, materials, and supplies.
• Monitor and approve expenditures, making adjustments as needed to maintain fiscal responsibility.
Leadership & Workforce Development
• Lead with transparency in the recruitment, selection, training, and retention of staff.
• Create a culture of learning, inclusivity, collaboration, and belonging for diverse staff in line with the division's community agreements.
• Provide ongoing professional development opportunities and staff training.
• Implement disciplinary actions and termination procedures as necessary.
• Serve as a member of the Executive Team within the Department of Health, Housing, and Human Services Department. Work in collaboration with County, Department, and Division colleagues to advance department strategic goals and priorities
• Facilitate and lead the behavioral health management team, so they may effectively support staff as they navigate an ever-changing landscape, both within the workplace, and within the community at large.
Community Engagement & Stakeholder Collaboration
• Engage with health care partners, businesses, state and local agencies, and other stakeholders to strengthen behavioral health services.
• Educate and raise awareness of behavioral health issues within the community.
• Represent the County at the Association of Oregon Community Mental Health Programs (AOCMHP) and other local, regional, and state behavioral health meetings.
• Address and resolve complex community concerns, inquiries, and complaints.
WORK SCHEDULE
This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington.
