PAY AND BENEFITS
Annual Pay Range: $93,209.97 - $125,833.42
Hourly Pay Range: $44.812484 - $60.496838
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

Clackamas County Department of Transportation & Development is seeking a motivated, experienced, and collaborative leader with strong communication and interpersonal skills to join our Septic/Onsite Wastewater Team as a Septic/Onsite Wastewater Supervisor.
If selected for this position, your main focus will be on supervising and overseeing a team that conducts soil investigations to determine the feasibility of septic/onsite wastewater system installation. The Septic/Onsite Wastewater Team is also responsible for plan review and inspection of new, existing or failing onsite wastewater disposal systems consistent with Department of Environmental Quality (DEQ) regulations and County codes.
This is a unique opportunity to step into a role that provides technical expertise as well as leadership for a high-functioning team responsible for processing one of the highest volumes of onsite wastewater permits in the State of Oregon. You will support this team by overseeing planning, budgeting, project definition, project management, and policy development. This is a "hands on" supervisory role that requires working in the field, conducting site evaluations and system inspections, as well as review of applications for construction permits and change-of-use authorizations.
This position will allow you to work in a large and geographically diverse environment, including urban and rural lands, resort communities, small rural communities and large tracts of agricultural and forest lands. The County's significant landforms include seven major rivers and the serene backdrop and outdoor activities that Mt. Hood offers.

Required Minimum Qualifications/ Transferrable Skills:*
• Registration by the State of Oregon as an Environmental Health Specialist or Wastewater Specialist (which typically requires either a Bachelor's Degree with 45 science credit hours and two (2) years of experience or a Graduate Degree in Science and one (1) year of experience)
• Please note:
• Registration in another state, or equivalent qualifying combination of education and experience, will temporarily fulfill this requirement provided Oregon registration can be obtained within six (6) months of employment.

• A minimum of six (6) years of relevant experience that would provide the required knowledge and skills to perform the responsibilities of this position
• Experience interpreting and administering regulations related to environmental health, and/or septic, onsite, or decentralized wastewater systems
• Experience reviewing plans and applications, and conducting wastewater or environmental health field inspections
• A minimum of two (2) years of experience leading or overseeing a group of professionals (Note: Lead work experience is defined as/includes leading the work of others, such as providing daily work direction and/or scheduling, assigning work, checking completed work, and training)
Preferred Special Qualifications/ Transferrable Skills:*
• At least one (1) year of experience in a supervisory role including assigning work, training staff, preparing and reviewing team or individual performance appraisals, correcting performance deficiencies and recommending corrective actions
• Experience working on collaborative efforts across various departments and/or multi-disciplinary teams to address common issues, develop effective solutions and process improvements, and/or promote innovation

TYPICAL TASKS
Duties may include but are not limited to the following:
• Schedule and assign daily work, including inspections, permit review and public service.
• Develop and implement program policies.
• Collaborate with other program supervisors and managers on departmental process improvements.
• Conduct site evaluations and system inspections.
• Review permit applications and wastewater system construction plans for compliance with DEQ and County regulations.
• Respond to customer questions and concerns.
• Train and mentor staff and conduct regular performance reviews.
• Assist with budget development and monitoring.
WORK SCHEDULE
This position works 40 hours during a standard workweek of Monday through Friday. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
